Job Description:
City of Larned is seeking an individual to fill position of
Mechanic. Mechanic is responsible for
managing the overall operation of the City maintenance shop and directing the
service, repair and preventive maintenance of a diverse vehicle fleet. Performs
highly skilled work requiring hands-on diagnostics and critical repairs
exceeding the capability of department personnel.
Essential Duties and
Responsibilities include the following. Other duties may be assigned.
- Enforce and
maintain compliance with all federal, state, and local laws and
ordinances.
- Assist with the
budget, and control expenditures and provide input on revenue sources.
- Purchase necessary
equipment and supplies for the department.
- Research the type
of equipment to purchase or programs to support, prepare bid
specifications, determine cost alternatives with pros and cons, and
provide recommendations to supervisor.
- Responsible for
maintaining and operating a complete repair facility.
- Maintain general
inventory of parts, tools and supplies.
- Assure proper
safety standards and precautions are followed.
- Dispose of shop
generated waste, oils and solvents in an approved manner.
- Analyze and
evaluate maintenance functions and procedures, initiates or recommends new
or improved practices.
- Inspect, diagnose
and repair malfunctions on City automobiles, trucks, and a variety of
maintenance and construction equipment and their component systems.
- Respond to
emergency service calls for repairing equipment that has broken down away
from the shop.
- Obtain, read and
interpret schematics, shop manuals, diagrams, service bulletins and
related materials.
- Install radio
equipment, video camera equipment, emergency lights, sirens, control
panels, gun mounts, security partitions and vehicle marking graphics.
- Perform metal
fabrication and repair procedures involving welding, cutting and machining
operations as required.
- Research and
prepare bid specifications for vehicles and fleet related equipment.
- Assist in
purchasing vehicles and fleet related equipment by placing orders and
inspecting purchases on delivery.
- Assist with
obtaining registration, tags and insurance for vehicles and equipment.
- Work with other
departments to ensure efficient and effective service delivery.

Required Knowledge, Skills,
Abilities:
- Thorough knowledge
of standard practices, methods, tools, materials and equipment of the
automotive and mechanical trades.
- Thorough knowledge
of the occupational hazards connected with vehicle maintenance and repair
and of relevant safety standards and precautions.
- Knowledge of
electrical systems common to vehicles and equipment including, standard
wiring systems, multiplex wiring systems, OBD II and CAN operating
systems.
- Knowledge in
gasoline and diesel engines.
- Knowledge in drive
train, including automatic, manual, and hydrostatic drive transmissions.
- Knowledge in air
conditioning systems.
- Knowledge in
hydraulic systems.
- Knowledge in small
engines.
- Knowledge in
hydraulic and air brake systems.
- Knowledge of basic
office procedures, methods and equipment including computers and
supporting software applications.
- Skill in metal
fabrication, including mig and stick welding, plasma and oxy/acetylene
cutting, metal lathe and milling machine procedures.
- Ability to learn
and keep updated on all new safety and OSHA standards.
- Ability to operate
and evaluate the condition of vehicles and equipment used by City
departments.
- Ability to read,
analyze, and interpret general reference documents, professional journals,
technical procedures, or governmental regulations. Ability to write reports, business
correspondence, and procedure manuals.
Ability to effectively present information and respond to questions
from groups of managers, clients, customers, and the general public.
- Ability to
calculate figures and amounts such as discounts, interest, commissions,
proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic
algebra and geometry.
- Ability to solve
practical problems and deal with a variety of concrete variables in
situations where only limited standardization exists. Ability to interpret
a variety of instructions furnished in written, oral, diagram, or schedule
form.
- Ability to operate
computers and software necessary to complete assignments may include word
processing, spreadsheet, databases, global positioning equipment, software
downloads from systems, etc.
- As regulations
change, incumbents are expected to obtain the State mandated
certifications required in order to work on certain vehicles, equipment,
or in handling materials. These certifications will be designated and
specified at the time of hire or as the requirements become necessary to
perform the duties of the position.
Required Education and/or
Experience:
ASE Masters Certification; or four to five years related
experience and/or training; or equivalent combination of education and
experience
