Job Description:
PRIMARY OBJECTIVES
Under direction, manages and oversees all
aspects of the City’s Emergency Medical Services (EMS) program within the Fire
Department; performs a variety of staff functions in planning, organizing,
coordinating, monitoring, and evaluating, all technical and administrative
aspects of the paramedic and other EMS activities of the Fire Department and
the City of Winfield; coordinates assigned activities with other divisions,
departments, and outside agencies; and designs, implements, and monitors
Continuous Quality Improvement Programs.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
The following duties are typical for this classification. Incumbents may
not perform all of the listed duties and/or may be required to perform
additional or different duties from those set forth below to address business
needs and changing business practices.
- Manages
and oversees all aspects of the City’s Emergency Medical Services (EMS)
program within the Fire Department; develops objectives for the program;
recommends, implements, and evaluates policies, procedures, and operating
standards for assigned services and activities.
- Oversees
and monitors EMS program operation and personnel for compliance with state
and local laws and regulations; evaluates legislation as it impacts the
EMS program; performs contract compliance audits as necessary.
- Reviews,
monitors, and revises continuing education program course content to
ensure employees meet state and national requirements; conducts and/or
schedules and coordinates training.
- Designs,
implements, and monitors Continuous Quality Improvement Programs including
EMS and dispatch programs; evaluates, coordinates, and monitors quality
improvement issues.
- Develops,
administers and monitors the EMS program budget; participates in the
forecast of funds needed for equipment, materials, and supplies;
coordinates the maintenance and replacement of EMS equipment; purchases
equipment, materials, and supplies as necessary.
- Investigates
complaints and inquiries relating to EMS; oversees, recommends, and coordinates
corrective action.
- Trains,
evaluates, and motivates personnel to ensure performance meets department
standards; serves as a resource to the supervising Captains by providing
input regarding evaluation of paramedics and EMT personnel; recommends disciplinary
action as necessary.
- Researches
and develops medical operational procedures on a local, county and
statewide basis.
- Develops
and maintains positive communications and working relationships with those
of other departments, divisions, and outside agencies and organizations;
represents the Fire Department on all State and local EMS activities;
researches, prepares, and presents various reports and public
presentations related to the City’s EMS program.
- Assists
in the development, delivery, and evaluation of other training programs
not related to the EMS program for the Fire Department as necessary.
- Participates
in city-wide mass casualty medical preparedness program. Provides
leadership and vision for the department’s EMS planning process.
OTHER DUTIES INCLUDE
- Assists
in the testing, evaluating, and selection of personnel; performs
orientation for all new paramedics and EMTs.
- Maintains
records and prepares reports concerning new or ongoing programs and
program effectiveness.
- Attends
and participates in various EMS organizations and committees; represents
the City and Fire Department regarding all EMS issues.
- Performs
related duties as required.
QUALIFICATIONS
Education, Licensure, or Certification
Any combination of education and experience that would likely
provide the required knowledge and abilities is qualifying. A typical way to
obtain the knowledge and abilities would be:
Education/Training: A
Bachelor’s degree from an accredited college or university with major course
work in business administration, public administration, education, health care
or a related field
Experience: Five
years of experience in the Emergency Medical Services Field as either an EMT-P
or an MICN.
License or Certificate - Possession
of an appropriate, valid driver’s license. Must possess and maintain current
licensure in Kansas, and accreditation as an EMT-P, an MICN, or a PA. Must be
able to obtain and maintain status as an approved provider of ALS and BLS
continuing education in Kansas.

Emergency Medical Services.

the organization and operation of the City and of outside agencies as
necessary to assume assigned responsibilities.
- Analyze
and accurately interpret situations and problems, and make sound
policy/procedure decisions and recommendations in accordance with laws,
regulations and policies.
- Compile,
analyze, organize, and present statistical data and technical reports in a
clear, logical manner.
- Evaluate
provision of paramedic and EMT medical care through direct observation and
review of medical reports.
- Be
proactive in anticipating and preparing for changing trends in the
provision of health care in general and EMS in particular.
- Conduct
research and prepare and present effective oral and written reports.
- Understand,
interpret, and apply general and specific administrative and departmental
policies and procedures as well as applicable federal, state, and local
policies, laws, and regulations.
- Participate
in the preparation and administration of assigned budgets.
- Operate
office equipment including computers and supporting software applications.
- Work
independently in the absence of supervision.
- Work
cooperatively with other departments, City officials, and outside
agencies.
- Plan
and organize work to meet changing priorities and deadlines.
- Demonstrate

course of work.
Environment: Indoor
and outdoor environment. Exposure to temperature swings from indoors to
outdoors; extreme noise of sirens and emergency equipment; working outdoors at
emergency scenes with paramedics; fumes and odors of medical supplies and
chemicals; dust from atmospheric conditions, emergency scenes and excessive
paperwork; hazardous materials at emergency scenes, including communicable
diseases, blood and bodily fluids. Work period is 80 hours biweekly, with
unscheduled breaks. Work may be performed outside regular working hours;
overtime pay does not apply under FLSA standards. Work may be performed in
office or field; some functions of position may be appropriate for
telecommuting on approval of department head. Work environment is both formal
and informal, team and autonomy oriented, having both routine and variable
tasks, with variable pace and pressure, frequently fast paced.
Physical: Primary
functions require sufficient physical ability to work in an office setting and
operate office equipment and to occasionally perform duties outdoors at
emergency scenes with paramedics. CONTINUOUS sitting, upward and downward
flexion of neck, side-to-side turning of neck; light grasp and fine finger
dexterity to operate office equipment such as computer keyboards, telephones,
pencils and other writing materials; moderate grasp to lift books, manuals and
supplies. FREQUENT walking, bending and stooping, pushing/pulling. OCCASIONAL
standing, squatting, climbing; lifting objects weighing up to 25 lbs. from
below waist to chest level and transporting distances up to two city blocks;
moderate to firm twist/torque to manipulate dials, knobs, open compartments in
paramedic units. INFREQUENT reaching at and above shoulder height, kneeling,
twisting at waist; lifting objects weighing up to 25 lbs. at and above shoulder
level. In emergency situations may be required to operate various medical
equipment and/or perform medical procedures consistent with incumbent’s level
of certification.
