Job Description:


 


City of Larned is seeking an individual to fill position of EMS Director.  The EMS Director oversees the daily activities of EMS supervisors and specialized staff personnel within a particular division; establishes organizational goals, manages divisional budget, and directs all assigned personnel.


 


Essential Duties and Responsibilities include the following. Other duties may be assigned.


 


  • Enforce and maintain compliance with all federal, state, and local laws and ordinances.
  • Develop and administer department policies and procedures.
  • Supervise, evaluate, and train department personnel.
  • Field questions, concerns, and complaints from the public.
  • Assist with the budget, and control expenditures and provides input on revenue sources.
  • Supervise the operation of the entire department.
  • Prepare and complete reports.
  • Purchase necessary equipment and supplies for the department.
  • Perform public education, speaking and outreach when new projects are being implemented and for ongoing activities.
  • Research the type of equipment to purchase or programs to support, prepare bid specifications, determine cost alternatives with pros and cons, and provide recommendations to supervisor.
  • Develop EMS training; schedule periodic proficiency evaluations, etc. in conjunction with training officers to meet the needs of the department.
  • Perform training and engage in field observations and evaluation of EMS personnel.
  • Oversee departmental revenues and expenditures within areas of responsibility, supervise inventory control of all operational materials, equipment and supplies.
  • Present operational issues to special interest groups, citizen groups, service organizations, labor leaders, legislative committees and media.
  • Act as a Section Chief or other ICS Command Staff role in a large scale incident.
  • Attend meetings, conferences, workshops and training sessions and review publications and audio-visual materials to become and remain current on the principles, practices and new development in assigned work areas.
  • Communicate with others to maximize the effectiveness and efficiency of interdepartmental operations.
  • Investigate problems concerning procedural and medical incidences.
  • Primary liaison to the Department Medical Director and other EMS providers in the area.
  • Plan, organize, direct and review emergency and non-emergency activities of all assigned on an assigned shift.
  • Respond to emergency and non-emergency calls, develop strategies and commands tactical operations and provides safety oversight at the scene as required.
  • Facilitate and coordinate efficient communications between dispatch, police, EMS personnel, and other related emergency response personnel.

Required Knowledge, Skills, Abilities:                   


 


  • Ability to read, analyze, and interpret general reference documents, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.  Ability to apply concepts of basic algebra and geometry.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Ability to operate computers and software necessary to complete assignments may include word processing, spreadsheet, databases, global positioning equipment, software downloads from systems, etc.
  • Extensive knowledge of administration and operational principles and techniques.
  • Comprehensive knowledge of emergency medical services principles and techniques, laws, regulations, and ordinances.
  • Skill in managing major emergency incident scenes.
  • Skill in evaluating and implementing new techniques in emergency medicine on a departmental level.


 


 


 Required Education and/or Experience:                               


 


Bachelor's degree from four-year college or university; or four to five years related experience and/or training; or equivalent combination of education and experience.


 


Preferred Education and/or Experience:


 


Master's degree or equivalent; or four to five years related experience and/or training; or equivalent combination of education and experience.


 


Certificates, Licenses, Registrations:


 


Driver’s license


EMS certification


CPR certification


CEVO certification


CPR instructor certification


EMT-I certification


MICT certification (preferred)


ICS-700 certification


Must participate in 36 hours of recertification hours
