Assistant Public Works Director

Duties of this full-time salaried, exempt position include providing
assistant department head level planning, directing, managing and overseeing of
activities, projects and operations of the Public Works Department including
street maintenance and construction, stormwater maintenance and construction,
levee maintenance, water works, sanitary sewer collection and treatment
systems, engineering, solid waste services and neighborhood services.
Coordinates assigned activities with other city departments and outside
agencies. Provides highly responsible and complex administrative support within
the Public Works Department.
BA/BS in
engineering, business, science, public administration or a related field
required. Four years of increasingly responsible experience in public works
management, engineering, construction or a related field, including two years
of administrative responsibility preferred.
Any combination of the above may be considered at the discretion of the
employer. A valid driver’s license with a safe driving
record as determined by the employer is required.
The successful
applicant must pass post-offer, pre-employment drug/alcohol screens along with
physical capacity profile and background checks. Pay Range: $51,604 (entry) - $69,825
(maximum) annualized salary. Above entry level salary consideration may
be given for directly related experience.

GENERAL OVERVIEW OF POSITION AND RESPONSIBILITIES
Provides assistant department head level planning,
directing, managing and overseeing of activities, projects and operations of

administrative support within the Public Works Department. Serves as acting department head in the
absence of the Public Works Director/City Engineer.
SUPERVISION RECEIVED
Works under the general guidance and direction of
the Public Works Director/City Engineer.
SUPERVISION EXERCISED
Supervises
all Public Works Division Head and Administrative Assistant positions.
ESSENTIAL FUNCTIONS
Essential functions of the job may include but are not limited to the
following:

Assume assistant management responsibility for
all Public Works Department services and activities including street
maintenance and construction, stormwater maintenance and construction, levee
maintenance, water works, sanitary sewer collection and treatment systems, engineering,
solid waste services and neighborhood services.
·
Recommend and administer policies and procedures.
·
Assist with the development and implementation of
Public Works Department goals, objectives, policies and priorities for each assigned
service area.
·
Recommend service and staffing levels; monitor
and evaluate the efficiency and effectiveness of service delivery methods and
procedures; allocate resources accordingly.
·
Plan, direct and coordinate, through subordinate
level supervisory and managerial personnel, the Public Works Department work
plan; assign projects and programmatic areas of responsibility; review and
evaluate work methods and procedures; meet with management staff to identify
and resolve problems.
·
Assess and monitor work load, administrative and
support systems, and internal reporting relationships; identify opportunities
for improvement; direct and implement changes.
·
Select, train, motivate and evaluate Public Works
Department personnel; provide or coordinate staff training; work with employees
to correct deficiencies; implement discipline and termination procedures.
·
Assist in the development and administration of
the Public Works Department budget; approve the forecast of funds needed for
staffing, equipment, materials and supplies; approve expenditures and implement
budgetary adjustments as appropriate and necessary.
·
Explain, justify and defend Public Works
Department programs, policies, and activities; negotiate and resolve sensitive
and controversial issues.
·
Represent the Public Works Department to other
city departments, elected officials and outside agencies; coordinate Public
Works Department activities with those of other departments, outside agencies
and organizations.
·
Develop and evaluate programs and policies for
implementation of departmental and City needs and goals.
·
Assess and monitor the City’s infrastructure to
provide adequate levels of public service both for existing systems/networks
and extensions/developments.
·
Represent the Public Works Department to the
general public; coordinate/facilitate Public Works activities with public
service needs.
·
prepare and present staff reports and other
necessary correspondence.
·
Attend and participate in professional group
meetings; stay abreast of new trends and innovations in the field of public
works administration.
·
Respond to and resolve difficult and sensitive
citizen inquiries and complaints.
·
Performs all duties in conformance to appropriate
safety and security standards.
NON-ESSENTIAL FUNCTIONS

Provide staff support to assigned boards.

Attendance at training, workshops and seminars.

EDUCATION AND EXPERIENCE
