Duties of this full-time position include providing support
for police services in animal control, evidence custody/tracking, municipal
court, nuisance calls, and other related duties which do not require full
police powers. This particular position
is subject to on-call status and may be required to work outside of normal
working hours.
Ability to learn all applicable laws, ordinances,
standards and regulations relating to animal control, property maintenance,
nuisance and public safety codes required. Ability to learn all applicable
Police Department rules and regulations and communicate effectively both orally
and in writing essential. Candidates must possess a high school
diploma/acceptable equivalent and a valid driver’s license with a safe driving
record as determined by the employer.
The successful
applicant must pass post-offer, pre-employment drug/alcohol screens along with
physical capacity profile and background checks. Pay Range: $11.94/hr (entry) - $16.15/hr
(maximum). Above entry level salary consideration may be given for directly
related experience.

GENERAL OVERVIEW OF POSITION AND RESPONSIBILITIES
Provide
support for police services in animal control, evidence custody/tracking,
municipal court, nuisance calls, and other related duties which do not require
full police powers. This particular

ESSENTIAL FUNCTIONS
Essential functions of the job may include but
are not limited to the following:
Animal Control Duties
·
Patrols streets to locate stray animals
(dangerous, nuisance or in danger), promptly captures animals and transports
them to the Cowley County Humane Society Animal Shelter.
·
Responds to complaints concerning animal problems
or violations of animal control ordinances.
·
Removes dead, injured or dangerous animals from
streets, vet clinics and residential premises and disposes of them.
·
Traps wild or feral animals considered dangerous
or a nuisance to the public.
·
Investigates animal bite reports, gathering and
documenting information and facts through interviews and evidence collection.
·
Euthanizes injured and/or dangerous animals and
disposes of carcasses.
·
Maintains records of City impounded animals
housed at the Cowley County Humane Society Animal Shelter.
·
Compiles data regarding animal control, preparing
accurate daily, monthly and annual reports of activities.
·
Investigates violations of animal control
ordinances and refers violations to patrol for issuance of warnings or
citations as required.
·
Appears in court to testify regarding animal
control cases.
·
Coordinates a public relations program to foster
public awareness of ordinances regarding animal control and humane treatment of
animals, working closely with the media, public interest groups and businesses
to promote improved care and control of animals.
·
Maintains normal availability by radio or
telephone for consultation on major emergencies or precedent.
·
Carries out duties in conformance with city,
state, county, and federal laws and ordinances.
·
Maintains contact with police supervisory
personnel to coordinate investigation activities.
·
Provides assistance during emergency situations
and provides general information about Department activities.
Evidence Clerk Duties
·
Ensures evidence is properly marked, documented
and packaged at the time of submission.
·
Enters evidence custody reports into the computer
database in a timely fashion.
·
Separates and shelves evidence according to
evidence type and requirements.
·
Maintains 100% accountability of evidence in
custody.
·
Maintains 100% accountability of chain of
custody.
·
Maintains 100% accountability of destroyed
evidence.
·
Follows Police Department Policies, Protocols and
Procedures as they relate to evidence collection/preservation and evidence room
management.
·
Maintains a working knowledge of equipment and
software.
·
Checks equipment on each shift and reports broken
equipment or malfunctions.
·
Enters pawn/second hand goods dealers tickets and
checks them against NCIC records.
·
Enters and maintains department records for
juvenile holding according to JJA Rules and Regulations.
·
Delivers and retrieves evidence from the Kansas
Bureau of Investigation Laboratory.
Municipal Court Duties
·
Assists persons with filling out required court
paperwork.
·
Maintain courtroom decorum such as having persons
remove hats/caps and other head coverings before allowing them to take a seat
in the courtroom as well as ensure all cell phones are turned off.
·
Assure defendants found guilty of an A/B
misdemeanor are fingerprinted and the necessary paperwork is completed.
·
Assist with controlling and/or removing irate or
disruptive persons if/when necessary.
·
Conduct PBT, at the judge’s request, to test a
defendant’s breath alcohol level.
·
Contact the Police Department to take persons
into custody ordered arrested by the judge. Be prepared to detain them with
handcuffs and maintain visual contact with them until an officer arrives.
·
Oversees
deferrals, jail sentences, probations, pre-sentence matters, failures, and
probationers when in violation of their probation guidelines and writes arrest
and detain orders when appropriate.
Reporting Duties
·
Take minor police reports where there is minimal possibility
of danger.
·
Take minor police reports from citizens who walk
into the police department.
·
Document misc. issues and incidents as instructed
by a supervisor.
Code Enforcement
·
Periodically
patrols or inspects the City at-large to monitor violations of local codes.
·
Responds
to complaints of potential code violations relating to property maintenance,
nuisance and public safety code related matters.
·
Conducts
investigations of potential violations and makes findings known to the
Neighborhood Services Superintendent.
·
Meets
with owners, tenants, contractors, developers, businesses, etc., to review and
explain the basic code requirements and violations or potential violations.
·
Provides
information to persons requesting information or assistance in code enforcement
matters.
·
Maintains
a variety of logs and records related to inspection and enforcement activities.
·
Prepares
reports of activities and investigations made for use by Neighborhood Services.
·
Assists
in obtaining, enhancing, preparing or presenting exhibits or other evidence in
court, including taking photographs of violations, as required.
·
Perfoms
all duties in conformance to appropriate safety and security standards.

custodians.

Complete, within 12 months of hire, NCIC training
and certification.
·
Complete, within 12 months of hire, training and
certification with the Kansas Animal Control Association.
·
Complete, within 18 months of hire, Taser and OC
Spray certification.
·
Complete, within 18 months of hire, the Police
Service Officer Field Training Program.
·
Complete the Kansas Law Enforcement Training
Center 80 Hour Part-Time academy at the first available
opportunity after hire.
