Part-Time Public Safety Dispatcher

 

Sumner County

9-1-1 Emergency Communications

 

 

POSITION SUMMARY

Salary Level: 7-8

Beginning  pay $12.81/ hr

 

Under the general supervision of the Watch Supervisor, the Public Safety Dispatcher performs specialized work in receiving emergency calls for service and dispatching the appropriate police, fire, EMS, or Emergency Management agencies to the incident scene.  Using highly technical computer aided dispatch systems (CAD) and multi-channel radio/paging consoles, Public Safety Dispatchers must act quickly, efficiently, calmly, and accurately to process incoming emergency calls and dispatch and coordinate emergency responder resources.  Public Safety Dispatchers are expected to observe all local, state, and federal laws as well as established policies and guidelines that direct them in meeting department goals.

 

ESSENTIAL FUNCTIONS

  • Answers emergency and non-emergency calls received via telephone, TTY, SMS/MMS messaging, radio, and teletype.
  • Operates multi-line computerized telephone system to place, receive, and transfer calls.
  • Questions callers about specific details of emergencies; analyzes and verifies information provided by telephone company computer databases and determines location of emergency using printed and computerized GIS systems.
  • Communicates effectively with callers from diverse educational and socio-economic backgrounds, calming and controlling the caller to obtain critical information quickly and efficiently.
  • Uses text-telephones to communicate with communications impaired callers.
  • Establishes conference calls with language translation services to communicate with non-English speaking callers.
  • Provides instructions to the caller to help guard their safety as well as others at the scene.
  • Provides instructions to the caller to render medical aid to the sick and injured until the arrival of EMS.
  • Enters information into a computer aided dispatch system to generate, document, track, and retrieve calls for service.
  • Determines appropriate response type and level.
  • Determines appropriate emergency response jurisdictions.
  • Monitors and tracks the status of responders; keeps on-call resource lists current.
  • Using radio, paging systems, and telephones, dispatches the appropriate police, fire, EMS, and/or Emergency Management agencies to the emergency scene.
  • Relays critical information to responders.
  • Coordinates the response of multiple agencies.
  • Coordinates the communications between response agencies.
  • Monitors the status of on-scene responders and dispatches additional resources or support services as needed.
  • Monitors multi-channel radio consoles for incoming radio messages.
  • Monitors the teletype network for law enforcement and weather bulletins.
  • Transmits messages via the teletype network
  • Conducts DMV inquiries using the KCJIS computer system.
  • Conducts Wants/Warrant inquiries individuals, vehicles, property, and other items thru the NCIC/Kansas Hot Files Database.
  • Makes entries, modifications, cancellations, and clearances of files thru the NCIC/Kansas Hot Files Database.
  • Conducts Criminal History background checks on individuals as required.
  • Confirms arrest warrants.
  • Performs responder safety checks as required by guidelines.
  • Monitors weather conditions for inclement weather; notifies appropriate authorities and public safety agencies when severe weather occurs.
  • Monitors the NAWAS System for national and regional emergency announcements
  • Monitors and tracks road conditions/closings.
  • Makes appropriate notifications of public works, support, and private agencies as required.
  • Communicates effectively with co-workers in an effort of teamwork to process and handle calls from the public and responders.
  • Serves as shift supervisor in the absence of higher ranking members.

 

 

MARGINAL FUNCTIONS

  • Reports problems/equipment malfunctions to supervisors immediately.
  • Performs janitorial and cleaning duties of the 9-1-1 Dispatch Center.
  • Assists with other department activities as required.
  • Other functions as determined by the Watch Supervisor, Deputy 911 Director, and 911 Director.

 

 


 

Public Safety Dispatcher

Position Requirements

 

Education:

  • Must maintain certification as an NCIC Terminal Operator.
  • Must maintain certification as an Emergency Medical Dispatcher.
  • Must maintain CPR certification.
  • Must maintain other certifications as required by the 911 Director.

 

Technical:

  • Ability to use computer keyboard and mouse to maneuver through and operate Windows based computer software.
  • Ability to communicate via teletypewriter, and to send and receive SMS/MMS messages.
  • Ability to monitor five or more computer screens simultaneously.
  • Must be able to type 30 words per minute.
  • Ability to read maps.
  • Ability to use radio/paging console.

 

Problem Solving:

  • Must work cooperatively with co-workers to achieve department mission.
  • Must be able to think quickly and decisively to analyze emergency situations and make decisions regarding actions that need implemented.

 

Human Relations:

  • Ability to provide quality customer service courteously and professionally.
  • Ability to deal with hostile, hysterical, or grieving citizens.
  • Must be able to work in close quarters with other for extended periods of time.
  • Ability to work with other public safety responders towards the best interest of the citizens of Sumner County.

 

Physical:

  • Shift work is required, working days, evenings, nights, weekends, and holidays.
  • Overtime will be required.
