Job Objectives:
***GRANT FUNDED POSITION*** Responsible for public health planning efforts, including creation and updates of plans, training staff on the plans, and validating plans by conducting and evaluating drills and exercises. Requires completion of assignments to assure compliance and fulfillment of program components and grant requirements. Works with internal and external partners to ensure high levels of preparedness for a potential all-hazards incident or public health emergency. Actively works with the Sedgwick County Division of Health to ensure infrastructure for a public health emergency.

Essential Job Functions:

  • Responsible for the development and implementation of public health plans, including medical countermeasure dispensing
  • Foster a close working relationship with the Division of Health to serve as a subject matter expert in public health preparedness matters
  • Maintain the Division of Health Emergency Operations Plan and all annexes
  • Lead planning efforts for medical countermeasure dispensing, including the Medical Countermeasure Operational Readiness Review
  • Assists with the Division of Health’s Continuity of Operations Plans
  • Responsible for the respiratory protection plan and ensuring appropriate public health staff are tested in a timely manner
  • Schedules and conducts meetings with partners to review plans
  • Ensures plans are reviewed and approved in conjunction with the Kansas Department of Health and Environment’s guidance, as well as using other standards
  • Responsible for public health training and exercise program
  • Produce a multi-year public health training and exercise plan, or include a public health annex in the County plan
  • Conduct a public health training and exercise planning workshop prior to the County-level workshop to ensure appropriate participation in the overall plans
  • Creates, conducts, and schedules public health trainings, or brings in outside trainings
  • Leads the public health exercise planning, conduct, and evaluation processes, or works with others to ensure those roles are covered exercises
  • Ensures all exercises follow Homeland Security Exercise and Evaluation Program (HSEEP) guidelines
  • Responsible for public
  • Builds safe, secure, and resilient communities through prevention, protection, mitigation, response, and recovery activities
  • Participates in 24/7 on-call rotation for Emergency Management Duty Officer including need for driving a marked emergency vehicle and a cell phone equipped for receiving emails while on call
  • Actively participates in planning efforts including review, development, and implementation
  • Assists or leads response and/or recovery efforts during times of crisis including staffing the Emergency Operations Center or serving in the Incident or Area Command as needed
  • Ensure Sedgwick County is in compliance with state and federal guidelines
  • Assists with testing and routine maintenance of warning systems
  • Participates in public outreach efforts


Job Standards:

  • Educational Requirements: Bachelor’s degree from accredited college or university in Public Health, Public or Business Administration, or other related fields; Masters preferred
  • Years of Experience: One year experience in public health emergency preparedness
  • Experience in the last three years with Strategic National Stockpile or other medical countermeasure program preferred
  • License, certifications, etc: IS 100, 120, 200, 700, 800 required within 30 days
  • ICS 300, 400 required within one year
  • HSEEP Training within one year
  • Kansas Driver’s License and proof of current liability insurance
  • Master Exercise Practitioner preferred
  • Completion of a Strategic National stockpile program preferred

Work Environment:
Most works occurs in an environmentally controlled office location. This position is subject to long hours during emergencies and may occasionally require work in extreme temperatures and environments
