Job Objectives:
Oversee the day-to-day activities of an assigned group of case managers, who are assigned to offer services to adults with a severe and persistent mental illness. Provide clinical supervision to staff. Conduct intake assessments, first appointments and provides crisis assessment services to SPMI adults as requested. Provide case management services for SPMI adults as needed in the absence of an assigned case manager. Participate in program planning, development and operation. Participate in the hiring process and train new staff.

Essential Job Functions:
Service Provision Oversight

  • Inform project manager and/or CSS director of staff case activity and personnel issues as needed.
  • Regularly review client service hours and documentation completion reports to ensure maximum productivity of assigned staff members.
  • Open assignments to affiliate providers in Psych Consult.
  • Delegate or provide coverage for absent team members:
  • § Provides first appointment to all assigned clients within 10 days of the date of their assignment to caseload.
  • § Meet with client to complete strengths assessment, discuss treatment goals and available services.
  • § Completes initial treatment plan with client and treatment team members no later than 30 days from the date of the intake.
  • § Completes first treatment plan review with client and treatment team members no later than 90 days from the date of the intake and no earlier than 14 days prior to the due date.
  • § Conducts treatment plan review and updates treatment plan documenting progress toward established treatment goals no more than every 90 days following the date of intake or as needed to reflect client  progress and treatment needs.
  • § Identifies sources of information needed to provide comprehensive mental health treatment and secures the necessary COMCARE releases of information. Monitors releases of information for annual update.
  • § Submits necessary referral forms to project manager or opens necessary assignments in Psych Consult.
  • § Ensures client s financial information is current and up-to-date in the medical record.
  • § Completes all progress notes within 48 hours of service delivery with/or on behalf of the client.
  • § Provide Community Psychiatric Supportive Treatment (CPST) for each assigned client no less than one time per week, or as needed to assist client to achieve treatment goals. CPST interventions may include the following: assistance in improving symptom self-management; individual therapeutic intervention, strengths assessment and planning, assistance to assure consumer income maintenance; medication education; crisis management; or assistance to achieve academic progress.
  • § Provide Targeted Case Management (TCM) for each assigned client to aid client in achieving goals identified in the individualized treatment plan. TCM interventions may include: treatment planning, collateral contacts, access to supports and service coordination.
  • § Participates in continuing education to stay abreast of children s mental health issues and to develop enhanced skill set to meet the needs of clients.

Staff Documentation Review

  • Review and approve: timesheets, planned employee absence requests, and flex fund reimbursement requests for goal directed work completed with individual clients.
  • Co-sign all progress notes for new employees, as needed, to ensure quality and timeliness of documentation and to provide feedback and coaching as indicated.
  • Ensure that the following are completed in a timely manner for all assigned staff members: monthly CSR’s, progress notes, treatment plans, UR corrections, diagnosis updates and financial statement forms.
  • Monitor batch error reports for all assigned staff members and follow-up to make sure corrections are completed and billings are cleared.

Direct Staff Supervision

  • Participate in the screening, hiring and orientation of new staff members.
  • Clinical consultation and risk assessment as needed.
  • Ensure all staff members are trained on performance expectations and documentation standards, as well as, administrative duties, and Sedgwick County/COMCARE policies and procedures.
  • Coach staff and monitor performance improvement plans.
  • Assess the skills of assigned staff members through direct observation of work in the field with clients.
  • Complete interim reviews and annual performance evaluations for assigned staff members and submit to COMCARE human resources staff on time.
  • Meet with assigned staff to create professional development goals -and approve staff use of designated professional development funds.
  • Meet with assigned staff for regularly scheduled, individual supervision and maintain documentation regarding the content of the supervisory conference. Supervision shall occur no less than once each month and may be more frequent, as needed to support the employee s job performance.
  • Organize and participate in staff recognition activities.
  • Participate in regular individual and/or group supervision for case management staff assigned to team. 

Clinical Service Provision

  • Reviews intake assessment, completed by central intake and assessment QMHP, for all assigned clients.
  • Conduct intake assessments for clients referred for community based services as needed.
  • Review and approve all treatment plans written or developed by assigned case management staff.
  • Update client diagnoses as needed.
  • Complete crisis assessments for clients.
  • Provide clinical guidance to assigned staff via group or individual supervision.
  • Participate in professional development and maintain licensure with Kansas BSRB. Working Relations
  • Investigate and mediate client and/or employee complaints.
  • Participate in individual supervision with project manager at least once per month.
  • Plan and participate in team meetings to review case activity, engage in team problem solving and provide administrative direction through the dissemination of information and interpretation of company policy.
  • Attend weekly case management leadership meetings facilitated by project manager.
  • Identify needs for training, policy changes and program improvement.
  • Participate in clinical management team (CMT) meetings once a month.
  • Attend COMCARE- all managers meetings as scheduled by the COMCARE executive director.
  • Build and maintain relationships with external and internal customers.


Job Standards:

  • Must be an individual who meets the criteria for an approved mental health service provider (QMHP).
  • Possess demonstrated interpersonal skills, ability to work with persons with severe and persistent mental illness and/or severe emotional disturbance, and the ability to react effectively in a wide variety of human service situations.
  • Meet the specifications as outlined in the CMHC licensing standards and pass KBI, SRS child abuse check, adult abuse registry and motor vehicle screens.
  • Must complete basic case manager training and case management for supervisors within first 6 months of employment, may require overnight stay.
  • Previous supervisory experience preferred.
  • Valid Kansas Driver s License and proof of automobile insurance required.
  • Must be able to safely operate a motor vehicle, and meet Driver Qualification standards as set forth in Sedgwick County’s Fleet Vehicle Operation and Usage policy.
  • Must have a valid Kansas Driver s license and current proof of automobile insurance.
  • Must be able to drive as an essential task of this position or have the ability to obtain transportation to off-site activities.
  • Possess the awareness and judgment to intervene appropriately when dealing with escalating emotional situations.
  • Possess the ability to negotiate several flights of stairs at a time and move effectively in varied settings throughout the community.
  • Possess the mobility and judgment to execute personal protective measures.
  • Able to calmly and effectively deal with agitated individuals or high risk situations.
  • Demonstrate autonomous critical thinking skills.
  • Demonstrate good professional judgment and decision-making skills.
  • Self-motivated.
  • Able to work with minimal direct supervision and no supervisor on site at times.
  • Demonstrate good time management and organizational skills in a fast-paced environment.
  • Able to handle competing urgent priorities.
  • Possess basic or intermediate computer skills: able to learn complex software related to an electronic medical record.

Work Environment:

  • Frequently sits at desk and operates computer.
  • Occasional lifting of personal computer equipment, peripheral devices, and supplies up to 50 pounds.
  • Majority of work will be performed indoors in an office setting.
  • Fast-paced environment and may occasionally work with combative emotional consumers.
