Job Objectives:
Supports one or more software applications used by one or more departments, and the public on behalf of the organization to optimize application availability and client satisfaction. Primary responsibility will be the organization’s Public Facing Applications, along with internet, Intranet, and Extranet web sites, content management and, ensuring security best practices and legal compliance.

Essential Job Functions:
Major Job Responsibilities:

  • Driving is an essential job function
  • Work closely with development staff on public facing applications for web sites.
  • Perform application configuration work (Stylesheets, screen layouts, HTML formatting, graphic formats, etc.)
  • Develop, schedule and run reports
  • Grant, modify and remove security access for the applications; work with IT staff to coordinate security accesses not within scope of control
  • Develop and maintain application documentation such as training materials, FAQ s, etc.
  • Acquire and maintain a knowledge of the applications comparable to clients who use the applications daily
  • Ensure application and its use by clients complies with County policies and laws of the land
  • Train users and perform other change management tasks; meet with clients regularly
  • Ensure backups are scheduled and running; from time to time, ensure that restores work
  • Schedule, prioritize and perform application events (up and down times, patches, upgrades, new releases) and communicate schedule with clients
  • Maintain a test environment and test new releases before they are put into production
  • Provide front line helpdesk-type support (answer questions and solve problems that do not need to go to the Customer Support Center or vendor)
  • Be on call if a system is normally used beyond normal business hours; work with backup person to ensure that application support does not suffer when absent
  • Assist other application managers in maintaining and enhancing the role of application managers throughout the organization
  • Understand and in part be able to support hardware which is either unique to the application or not generally used elsewhere in the County.

Qualifications:

  • Must be able to work in an environment supporting multiple client departments and must have a strong familiarity with software applications, including, advanced IIS, HTML5, CSS3, JavaScript, .NET Framework sites, and SharePoint development/administration, network security, application security, SQL experience, and quality assurance.
  • Bachelors degree from an accredited college or university in Computer Science, Information Systems, or a related field, or four or more years’ experience supporting web/SharePoint applications.

Knowledge, Skills, Abilities and Competencies:

  • Knowledge of information systems and information technology concepts
  • Knowledge Fluency in HTML5, CSS3, JavaScript, jQuery, Responsive Web Design, SharePoint administration.
  • Knowledge of SSRS, SSMS, Umbraco management, PowerShell
  • Ability to develop training and support materials
  • Competency with desktop, application software and internet browsers
  • Knowledge of application management concepts
  • Ability to document process flows and manage information systems
  • Ability to test applications with established methodologies
  • Ability to understand technical and information technology concepts, and communicate such in non-technical fashion to clients
  • Ability to establish and maintain effective communications and working relationships with departmental officials, clients and technical support staff
  • Ability to assimilate data from diverse sources and regularly communicate application status reports to management
  • Skill in applying knowledge toward developing internal processes and workflows that enhance the operations within the organization
