Usual working days/hours:

Monday - Friday, 8:00 am-5:00 pm with an after-hours on-call rotation

Job Objectives:
This is a professional position in the Sedgwick County Health Department, Animal Control Program, responsible for the enforcement of animal control laws throughout Sedgwick County in accordance with all applicable legal considerations to (1) protect the general public from injury or disease and (2) protect animals from improper use, abuse, neglect, and/or inhumane treatment This is a non -exempt position, and the employee s work week may exceed 40 hours.

Essential Job Functions:

  • • Capture and contain animals that are running at-large. This will include domestic animals, livestock and some small wildlife.
  • Investigate complaints of cruelty to animals Issue citations for violation of animal code ordinances.
  • Educate the public on animal behavior and nutrition
  • This position requires after hours 24/7 on-call rotation
  • Attend national animal control training and successfully pass national certification test within one year of employment.
  • Provide proof of pre-exposure rabies, Tdap and hepatitis B vaccinations or immunity within 10 days of employment start date or within 10 days of start of employee health insurance. Alternatively for hepatitis B and pre-exposure rabies vaccine, begin series within 10 days of employment or within 10 days of start of employee health insurance. After receiving pre-exposure rabies vaccine, participates in Rabies Exposure Control that includes a blood draw every 2 years to check for rabies immunity.
  • Maintain Sedgwick county level one driver qualifications .This is a level 1 driving position identified as a position(s) in public safety services which require the operation of emergency response vehicles.
  • All employees may be required to wear respirators in emergency situations and for routine operations as requested. Employees will be enrolled in the respiratory protection program, which may include an annual fit testing and medical evaluation.
  • This is a Tier 3 position; identified as personnel who, in a public health emergency, have the potential to be deployed to the field to participate in the response, including personnel who are already assigned to a field location.
  • In some instances it may be necessary for bilingual staff to interpret or assist with written translation for Health Protection Division needs.
  • May collect payments for county animal licensure.
  • Represents the Health Department to other partnering agencies and organizations in the community. Must be able to work effectively with both professional and lay people; meet with the public and conduct public information programs as necessary.
  • Must be able to communicate clearly and effectively both orally and in writing.
  • Expected to operate a motor vehicle daily. Ability to navigate within internal and external environments.
  • Must be able to lift and carry for short distances up to 50 pounds and assist with movement of equipment and supplies for emergency and exercise situations.

Job Standards:

  • High School Diploma or equivalent required, Bachelor's degree preferred.
  • One year experience in the humane and proper handling of animals preferred.
  • At least one year experience of providing customer service to the general public, or any equivalent combination of training and experience.
  • Must be able to respond and be on scene of emergency calls within 60 minutes during on-call rotation.
  • Must have Kansas Driver s license or be able to obtain one within 30 days of employment.
  • Meet Sedgwick County Level one driver qualifications
  • Strong communication, interpersonal, problem-solving and computer skills required.
  • Knowledge of all applicable laws/county codes which impact animal care and control.
  • Knowledge of animal behavior
  • Knowledge of acceptable techniques used in capture and containment of domestic, livestock and wildlife.
  • Knowledge of various species of cats and dogs.
  • Knowledge of the proper techniques used in handling animals.
  • Knowledge of the symptoms of animal illness, including rabies.
  • Knowledge of animal care and nutrition.
  • Knowledge of chemical capture equipment.
  • Skill in handling injured or ill animals.
  • Skill in safe operation of firearms.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to provide customer service under normal and stressful conditions, in a tactful manner.
  • Ability to use sound judgment in determining best course of action within all applicable legal constraints.
  • Ability to prepare written records such as service records, investigative reports and citations.
  • Ability to lift objects weighing up to 50 pounds safely.
  • Ability to operate an Animal Control transport vehicle and livestock trailers.
  • Skill in problem-solving, prioritization of work, decision-making, and self-directedness
  • Ability to work as a team member; to develop and maintain working relationships with associates, employees of other department, representatives of other organizations, and the public.
  • Knowledge of published County values and understanding of their significance to the organization.
  • This is a Tier 3 position which requires a minimum completion of IS 100, 200 and 700 within 30 days of employment. Additional trainings may be required.
  • Ability to acquire and maintain a valid Kansas driver s license.
  • Any deficits in knowledge necessary for the position are expected to be acquired within one year of hire date.
  • An employee shall not pose a direct threat to the health or safety of individuals in the workplace.
