This position provides customer service, administrative assistance and bookkeeping support for the Riley County Public Works Department by performing and assisting with accounts payables and receivables for several Divisions within the Department.

A person in this position provides accurate information to maintain the financial records for nine (9) sewer and water districts, and in preparing information for budgets and accounting reports.  This position provides assistance with Solid Waste and Public Works Accounts Receivables.  Responsibilities include various financial functions, in accordance with all applicable laws, regulations, policies and procedures. The employee exercises considerable discretion in carrying out work details.  This employee is under general supervision.




  • Performs accounts receivables; including maintaining computerized accounts receivables software, generates and sends out statements, posting deposits, collects and allocates payments, balances daily receipts and performs account reconciliations
  • Responsible for overseeing credit card payments for benefit districts, solid waste & public works
  • Research and resolve payment discrepancies
  • Prepare and coordinate deposit activities for all funds.
  • Maintains accounts receivables customer files and records
  • Performs accounts payables; reconciles statements, assigns  codes, balances, analyzes discrepancies and submits vouchers for payment
  • Consults with vendors, customers, operators and county personnel to discuss, formulate and resolve issues for accounts payable
  • Prepares, distributes and reconciles monthly statements, balances monthly report, prepares balance sheets and conducts reconciliation for each account
  • Provides cash and budget summaries, resolves discrepancies and recommends changes if needed
  • Assists the  PW Administrative Services Manager and Public Works Director by providing information, reports and responding to requests
  • Compiles information for new accounts, performs data entry and maintains files related to accounts.
  • Answers questions from the public regarding questions concerning the County’s Benefit Districts and informs new customers of Benefit District policies and procedures
  • Prepares monthly, quarterly, and annual reports and submits to the director, advisory boards and state agencies
  • Provides back-up for the PW Senior Analyst Position
  • Maintains records and filing systems, scans documents as necessary,  operates standard office equipment
  • Answers a multi-line telephone and receives complaints and inquiries
  • Assists the PW Senior Analyst with duties as needed
  • Provides positive public relations with co-workers and others
  • Provides for regular and predictable attendance



  •      Assists with map sales
  •      Performs clerical and miscellaneous work assignments as required
  •      Attends meetings, conferences and training
  •      Maintains work area in a clean and safe manner
  •      Performs related work as required



Any satisfactory equivalent combination of experience, education and training which provides the required knowledge, skills and abilities listed below may be accepted.

Position may require an employee to perform related work as required during and after hours, any day of the week, including holidays and weekends.



  • Graduation from an accredited high school is required
  • Technical College Certificate or Associate Degree in business, accounting or related field required




  • Possession of a valid driver’s license and an acceptable driving record at the time of appointment is required




  • Three years ( 3) of accounts receivables/payables experience is required
  • Two (2) years of customer service experience is required
  • Two (2)  years of computer experience with proficiency in Microsoft Word and Excel is required
  • Proficiency in Microsoft Access is preferred

SUPERVISORY CONTROL:  Supervisory control is received directly from the PW Administrative Services Manager along with other assignments being assigned by others.  Work is reviewed by the individual assigning the work.


SUPERVISORY RESPONSIBLITES: This position has no supervisory responsibilities.



GUIDELINES:  The PW Administrative Services Manager and Public Works Director provide guidelines and general direction.  These guidelines may be provided either orally or in writing.  Riley County Personnel Regulations, State and Federal Laws and various other standards and regulations also provide guidelines.


COMPLEXITY:  The position works a wide range of tasks.  Decisions must be made that involve the assessment of unusual circumstances, variations in approach, the use of incomplete and/or conflicting data and the expenditures of funds.  Complexity in this position comes from performing several function/tasks at one time, working with the public and dealing with the accuracy required in dealing with bookkeeping functions.


SCOPE AND EFFECT OF WORK: The scope of the work is broad and not limited to repetitive tasks.  This position makes the Department more effective by performing significant support work that is assign by Departmental staff.  This work affects the operation of the department, director and other County departments.  There is the potential for this position to disrupt or improve every aspect of the work performed.  The work in this position can affect the County’s image, operations and projects may be slowed or failed, services may not be well provided and accountability may be lost.


PERSONAL CONTACTS: Involve contacts with other Public Works Department staff, supervisors, the general public, contractors, attorneys, vendors, consultants, news media, utility companies, local government officials, State officials, legislators, Riley County Police Department, and other Riley County employees.


PURPOSE OF PERSONAL CONTACTS:   To gather, exchange or disseminate information, to assist or coordinate with others, to provide a service, build customer rapport and make decisions on behalf of Riley County.
