Performs bookkeeping/accounting functions for the Health Department. Prepares financial monthly, quarterly and annually reports. Maintains Health Department payroll and assures grant employees hours are distributed according to payroll sheets. Provide oversight of client billings and reimbursement processes. Maintains documented audit trail for grant program expenses and prepares other financial analysis upon request by an Associate Director or Director. Coordinates and supervises Assistant Bookkeepers.
Essential Job Functions:
Maintains Health Department programs in New World and reconcile monthly with county records. Provides oversight to accounts payable, accounts receivable, and payroll records of the department. Maintain Grant records according to each fiscal year. Assures accurate revenue and expense reports by programs according to requirements of each funding resources. Provide oversight responsibility of billing of third party payers, senior care and 3b clients. Assist in reviewing accounts payable, miscellaneous billing, inventory and purchase cards weekly. Assist in preparing required reports regarding expenses and revenues for each grant program. Assist Director in preparing annual County and State Grant budges and special financial reports. Assist in developing annual coast report for Home Health. Assist in carrying out other administration responsibilities as assigned by Director, such as reports to the Advisory Board and Board of Health (County Commissioners). Attend administrative meetings and monthly staff meetings. Periodically attend workshops to stay current with requirements for grants. Maintain inventory and capital outlay equipment inventory and identification on all grant purchases equipment annually. Assist in developing financial policies for the department regarding accounts payable, accounts receivable and financial procedures. Assist coordinators and directors with payroll and HR. Scan and maintain HR files. Prepare the State and Federal grant information for the auditors. Provide any information the auditor’s request. Send clients debt for services that has not been paid for 2 years to the Kansas Setoff Program. Prepare (making sure client’s quality), send and maintain information on the Kansas Setoff Program. Provide information to County Commissioners for resolution for bad debt that doesn’t qualify to be sent to the Setoff Program. Answer phone calls and reception duties for administration when needed. Carry out quality assurance activities to monitor client financial records. Complete daily cash reports and deposits to the County Treasurer. Verify records of employee benefits and payroll files.
Degree in accounting/business practices including governmental accounting or other equivalence of business training and experience. Three to five years of working with accounts payable and accounts receivable and payroll functions. Three to five years of prior experience in working with local government, state and federal program requirements. Knowledge and prior experience of managing multiple sets of books with different fiscal year ending. Experience in and understanding of the various state and federal laws that must be followed regarding compensation of employee, use of employee benefits and insurance.
Must pass a pre-employment Physical Capacity Profile and Drug Screen.
Operate all job related machinery, equipment, tools and other aids as required, necessary, or needed in the performance of these job functions.
100% indoors. Moderate amount of noise from phones, printers and clients with small children. Duties are primarily performed in climate controlled surroundings; however, there may be occasional exposure to varying temperatures (+/-) throughout the building.
