Position Summary:  Under the direction of the Real Estate Supervisor the Data Collector performs entry-level technical work of inspecting and collecting data in the field for appraisal purposes.  The employee in this position will be expected to learn data collection for all types of property to include, residential, agricultural, commercial, industrial and exempt.

 

Examples of Work (Essential Functions):

 

  • Identify and locate real estate property from plats, maps and legal descriptions;
  • Record assets of properties following set procedure and policy to be used in the valuation of property for tax purposes;
  • Perform interior inspections and exterior inspections, when appropriate, of real estate properties;
  • Consistently measure and sketch to scale all types of properties;
  • Field review all types of property according to guidelines and directives set forth by Property Valuation Division;
  • Data collect all new construction and existing building permits;
  • Sketch and maintain plot plans for agricultural properties;
  • May be required to assist with informal hearing levels in support of real estate property values;
  • Follows all office and state guidelines and procedures in the listing of real property;
  • Photograph properties accurately during 17% re-inspection;
  • Accuracy level shall be maintained on data collected in the field in compliance Maintenance Specifications outlined by the Property Valuation Division;
  • Other related duties as deemed necessary or required.

 

 


 

Job Title:  Data Collector

 

Position Requirements:

 

Experience:  This is an entry-level position, a minimum of 6 months computer experience and a general knowledge of real estate and construction is required.  Employee is expected to have acquired the necessary skills to satisfactorily perform the job after six (6) months in the position.

 

Education:  High school diploma or GED required.  The employee in this position is expected to successfully complete the beginning level educational in-house training by county staff together with educational courses sponsored by the Property Valuation Division.

 

Skills:  General knowledge of mathematics, legible handwriting, knowledge of construction material, and the ability to follow oral and written directions.  Must have a valid Kansas driver’s license.

 

Problem Solving:  Limited problem solving exists in this position.  Duties require following prescribed policies and procedures.

 

Decision Making:  Limited decision-making exists in this position.  Decisions are subject to review by supervisory personnel.

 

Accountability:  This employee is responsible for the safe and efficient operation of departmental equipment.  Employee is not responsible for budgetary control of the department and does not participate in the annual department budget process.

 

Supervision:  Supervision is provided and all job related decisions are reviewed. This employee must be able to complete daily assignments following prescribed policies and procedures of the department.  Employee does not have supervisory responsibility.

 

Personal Relations:  Frequent contact with other county departments and continual contact with the general public.  Must have the ability to conduct oneself in a professional and courteous manner when dealing with property owners and taxpayers.  Proper attire is required.

 

Working Conditions:  Emotional stress is present in this position due to the constant contact with property owners while in the field.  Adverse weather conditions while working in the field is a factor in this position.  This employee is required to work in close proximity to animals at times and is often required to work on and around premises that are unkempt.

 

Physical Requirements:  The ability to express or exchange ideas by means of oral and written communications is required.  75% of the time lifting, bending, pushing and walking over rough terrain is required.  However, there may be some walking, standing, bending, stooping, lifting and carrying of moderate to heavy items.  Employee may be required to lift up to 50 lbs.Sustained movements of the wrists, hands and/or fingers in typing or otherwise working, primarily with the fingers rather than the whole hand or arm.    The ability to operate a motor vehicle.
