Job Objectives:
This is a professional position in the Sedgwick County Division of Health that is responsible for the monitoring of notifiable diseases and conditions to control the spread of disease and protect the public from health threats. The Epidemiologist/Surveillance Coordinator performs duties and assignments in disease monitoring related to the Public Health Emergency Preparedness (PHEP) grant program The Epidemiologist/Surveillance Coordinator monitors disease trends, performs data analysis, writes reports, communicates with medical providers and interviews clients with notifiable diseases and their contacts. The Epidemiologist provides content expertise for infectious diseases and epidemiological methods and plans and implements studies to prevent or control diseases, injuries or conditions. Work is directed, reviewed and evaluated using established performance indicators and goals.

Essential Job Functions:
1. Monitor the Health of the Community

a. Monitor diseases and conditions in the community by analyzing disease surveillance data and creating reports, including influenza and mosquito-borne illness and illness levels in schools and emergency departments.

b. Plan and implement studies to prevent or control diseases, injuries or conditions.

c. Collect and analyze public health data to describe situations and determine interventions to improve the health of the community.

d. Perform inspections of properties of health concern and document findings.

2. Control the Spread of Disease

a. Perform timely investigations of outbreaks and individual reports of diseases and conditions per protocols, guidelines and state regulations. Most investigations are performed over the phone and include communicating with medical providers and interviewing patients and contacts.

b. Ensure accurate documentation and case assessment in disease investigations by entering correct and appropriate investigation information into a case management database, documenting client encounters, and writing investigation and outbreak summary reports.

3. Work with Health Partners to Educate and Collaborate in Controlling the Spread of Disease

a. Actively participate in meetings with internal and external organizations

b. Serve as disease surveillance public health emergency preparedness contact, participating in meetings and preparedness exercises with health partners

c. Build and maintain relationships with disease reporting entities through facility visits, phone conversations, and written correspondence

d. Provide verbal and written consultation to medical professionals and the public regarding diseases and conditions

e. Communicate health messages and the work of Sedgwick County Division of Health to medical professionals and the public by giving presentations and writing educational documents, including disease fact sheets and talking points.

4. Participate in 24/7 On-Call Rotation.

5. Employee may be required to wear a respirator in emergency situations and for routine operations as requested. Employee will be enrolled in the respiratory protection program, which may include an annual respirator medical evaluation and fit testing.

6. This is a Tier 3 position; identified as personnel who, in a public health emergency, have the potential to be deployed to the field to participate in the response, including personnel who are already assigned to a field location. Tier 3 staff are required to complete courses IS 100, 200 and 700 within 30 days of employment. Additional trainings may be required.

7. Meet Sedgwick County Level 3 driver qualifications if operating County vehicle or privately owned vehicle for work

8. Bilingual individuals in English and a non-English language can take a fluency test in the non-English language. To ensure the competence of individuals providing language assistance at the Division of Health, only those who pass the test can use their non-English language with clients with Limited English Proficiency (LEP). After hire, a bilingual employee who has passed the fluency test can agree to take a medical interpreter skills test to interpret between a client with LEP and an English-speaking employee. Job Standards:
Required:

• Graduation with a Master’s degree in public health, a biological, medical or health science which includes 9 semester hours in epidemiological methods or in a related field; with a minimum of one year of experience in epidemiology or any equivalent combination of experience and training

•  Strong communication, interpersonal, problem-solving, and computer skills are required

 

Preferred:

• Master of Public Health with a concentration in Epidemiology or at least nine semester hours of graduate coursework in epidemiological and statistical methods from an accredited college or university

• At least two years of work experience in a public health department or healthcare setting

• At least one year of experience with data management and/or data analysis; experience with SAS, SPSS, or other database software preferred

• At least one year of experience with infectious disease transmission, prevention, and control

• At least one year experience with public health disease investigations or syndromic surveillance systems
