Marion County is accepting applications for Park & Lake Superintendent. This position is responsible for management of the Marion County Park & Lake according to established policies and procedures and under the direction of the Board of County Commissioners.  Job duties include supervising and directing personnel and actively participating in: maintenance of lake facilities and grounds, upkeep of the dam, selling fishing, boating, hunting, and camping permits, patrolling for public safety, enforcing all rules and regulations, oversight of the KDWPT fisheries program, all office procedures and billing, budget preparation and ensuring public safety of patrons. Good public relations, supervisory, and communication skills a must. CPR and First Aid certification required.  Basic water rescue training preferred.  Wages are in accordance with the County’s pay plan. Full benefit package available. PARK & LAKE SUPERINTENDENT

Department:  Park & Lake

Reports To:  County Commission

Position Summary

            Under the supervision of the County Commission, the Park & Lake Superintendent is an exempt position under the FLSA which performs supervisory and administrative duties as well as skilled and semi-skilled labor.  The employee in this position is responsible for the maintenance of lake grounds and upkeep of the dam, selling fishing, boating, hunting and camping permits, and patrolling for public safety, enforcing all rules and regulations.  This employee schedules and supervises employees, leases county owned trailer house lots, collecting rent and maintaining the accounting functions, and takes reservations for the lake hall and shelter houses.  The Park and Lake Superintendent is trained in CPR and first aid.

Essential Functions

  • Sells lake, fishing, boating, hunting and camping permits
  • Supervises and schedules subordinate personnel;
  • Stocks fish and maintains viable lake environment;
  • Assists Kansas Dept. of Wildlife Parks & Tourism personnel as required;
  • Patrols as necessary for rule violations and safety;
  • Prepares budget information;
  • Purchases supplies and equipment;
  • Oversees maintenance of grounds equipment;
  • Oversees the scheduling of the lake hall, shelter houses, and other facilities;
  • Oversees the leasing of county owned trailer house lots, collects and turns in rent receipts;
  • Makes deposits to Marion County Treasurer;
  • Answers the telephone and explains lake rules and regulations;
  • Enforces safety procedures and practices.
  • Prepares grant applications for various projects;
  • Performs duties relating to the Kansas Dept. of Wildlife and Parks & Tourism Community Fisheries Assistance Program, including expense tracking and quarterly computer reports;
  • Responsible for filing these reports with the Kansas Department of Wildlife and Parks and the County Clerk;
  • Oversees and /or performs maintenance of lake facilities;
  • Performs maintenance projects during off season;
  • Plans and oversees improvements.

Marginal Functions

  • Warns campers of approaching storms and takes appropriate action;
  • Addresses groups on lake amenities;
  • Other related duties as deemed necessary or as assigned.

Park and Lake Superintendent

Minimum Position Requirements

Experience:  Business management experience preferred.  Experience in office procedures and accounting required.  Budgetary experience preferred.  Employee is expected to have acquired the necessary information and skills to perform the job reasonably well after six months in the position.

Education:  High school diploma is required.  Must maintain CPR certification.

Skills:  Knowledge of state boating, hunting and fishing regulations.  Training in CPR and first aid required.  The ability to interpret and analyze information and evaluate alternatives.  The ability to develop and organize staff and work.  Budget preparation and personnel management skills.  Excellent communication and interpersonal skills.  The ability to operate a cash register, computer, calculator and other related office equipment.  Requires a valid Kansas driver’s license.  Ability to operate and service grounds keeping equipment is desirable.

Problem Solving:  Problem solving is a factor in this position.  Problems include handling citizen concerns and complaints, dealing with aggressive or law breaking lake patrons,   This employee may encounter problems with vandalism and other abnormal behavior.

Decision Making:  Decision making is a factor in this position.  Decisions include determining when to start new projects according to funds available, and whether to issue a warning or make an arrest on rule and regulations infractions.  This employee makes decisions about resolving personnel issues, enforcing and maintaining safety, prioritizing daily duties and identifying future operational possibilities.

Accountability:  Employee is responsible for budgetary control of the department and participates in the annual department budget process.  Employee must be bondable.

Supervision:  Limited supervision and job related decisions are occasionally reviewed by the County Commission.  Directly supervises the entire department.  Carries out supervisory responsibilities in accordance with the county’s policies and procedures.  Responsibilities include interviewing, hiring, terminating and directing work, appraising performance, rewarding and disciplining employees and addressing complaints and resolving problems.

Personal Relations: Continual contact with the general public, subordinate personnel and other county departments.

Working Conditions:   Some manual labor may be required and adverse weather conditions may be a factor in this position.  Dealing with aggressive or law breaking citizens.

Physical Requirements:  Some work is sedentary in nature and is performed at a desk or patrol vehicle the majority of the time.  During the summer months, part of the time may be spent in physical outdoor manual labor.  Must know how to swim.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.
