Position Summary

                Under the supervision of the County Clerk, the Election Clerk is a non-exempt position under the FLSA that performs routine clerical and accounting duties in maintaining county election records, registrations, and licenses.  The primary duties of this employee are to maintain the voter registration books and various reports for the County Clerk’s Office.  The Election Clerk also maintains voter registration information.  Once trained, the employee in this position performs the work with limited supervision, but works closely with the County Clerk / Election Officer

Essential Functions

  • Maintain central voter database (ELVIS);
  • Track election deadlines to insure compliance;
  • Prepare ballot drafts and publications for elections according to statutory deadlines;
  • Have full working knowledge of voting procedures, standards and laws pertaining to voting;
  • Process candidate fillings, including petitions;
  • Process voter registrations and all other voter related records, including record requests;
  • Facilitate advance and military/overseas voting;
  • Assist with recruiting, appointing and training poll workers;
  • Maintain inventory of election supplies and order as appropriate;
  • Prepare supply sacks for election workers;
  • Operate central vote counter and run all related election result reports;
  • Prepare abstract of votes cast for SOS office and official permanent record of votes cast;
  • Evaluate and prepare information for canvass of election;
  • Prepare certificates of election and other notices;
  • Prepare and submit payroll requests for election workers;
  • Prepare invoices to entities for special elections;
  • Follow records retention schedule pertaining to all ballots and election documents;
  • Issue fish and game licenses and prepare daily reports and deposits and post in cash receivable journal;
  • Assist with genealogy requests;
  • Assist and prepare Homestead Certificate of Eligibility;
  • Prepare daily and quarterly motor vehicle summaries and distributions for Treasurer, year-end abstract for motor vehicle, rec. vehicle, excise tax and compile motor vehicle tax estimates for new year;
  • Solicit bids on copy paper and order accordingly;
  • Assist with receptionist duties including multi line telephone system and walk-in customers;
  • Complete and update County inventory lists by department for approval by County Commissioners;
  • Issue cemetery military markers.

Marginal Functions

  • Take mail to post office on rotating schedule;
  • File legal publications per retention schedule;
  • Stock hallway brochures and order when necessary;

Election Clerk

Minimum Position Requirements

            Experience:  One to three years clerical experience is required.  Employee is expected to have acquired the necessary information and skills to perform the job reasonably well after one year in the position.

            Education:  High school diploma or GED.  Technical degree in computer and/or office management or some college credit preferred.

            Skills:   Good working knowledge of mathematics and computer applications, and filing systems. The ability to learn and comprehend election laws and regulations.  The ability to receive, interpret and follow instructions.  The ability to operate a typewriter, calculator, computer, and other related office equipment.  Excellent interpersonal and communication skills required.

            Problem Solving:  Problem solving exists in this position.  Problems include handling citizen complaints and concerns, setting up ballot proofs and troubleshooting during the election process.

            Decision Making:  Decision making exists in this position.  Decisions include determining which precinct to assign voters and how to set up the election process for Marion County.

            Accountability:  Employee is not responsible for budgetary control of the department and does not participate in the annual budget process.

            Supervision:  Occasional supervision is provided by the County Clerk and job related decisions are occasionally reviewed.  Employee has no supervisory responsibility over subordinate personnel.

            Personal Relations:  Continual contact with other county departments and the general public as well as other joint county election departments.

            Working Conditions:  No adverse working conditions exist in this position.

            Physical Requirements:  Work is sedentary in nature and is performed at a desk or counter the majority of the time.  The ability to express or exchange ideas by means of communication.  Conveying detailed or important instructions to other workers and the general public.  Picking, punching, typing or otherwise working primarily with fingers rather than the whole hand or arm as in handling.  Ability to lift large/heavy books and climb a ladder.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.
