Job Title:               PURCHASING AGENT

 

Department:          Public Works                     Division:  Fleet 

Reports To:           Shop Supervisor and/or Operations Manager

Pay Grade:            K                                      Status:  Full time

FLSA Status:         Non-Exempt

 

Position Summary:

 

This position involves the performance of various purchasing, inventory maintenance, and clerking duties that require the application of basic bookkeeping principles and procedures to a wide range of cost, purchasing, inventory, and equipment records.

 

A person in this position purchases parts and commodities and then distributes these supplies for internal use or sale to other agencies and the general public.  This position is responsible for maintaining several warehouse and operation facilities.

 

An employee in this position exercises considerable discretion in planning work and carrying out work details.  Supervision is provided by the Shop Supervisor and the Operations Manager through consultations and periodic review of the work performed.

 

Essential Functions:

  • Ensures duties are carried out in accordance with County and Departmental policies and guidelines.
  • Ensures time management on projects is sufficient.
  • Provides for regular and punctual attendance and fosters a cooperative work environment.
  • Purchases, stores, organizes, inventories, and distributes large stocks of parts, supplies and other commodities.
  • Sells and distributes commodities to other agencies and the general public.
  • Prepares invoices and receipts to record parts usage, outside repairs, and commodity distribution to originate accounting entries for accounts receivable.
  • Prepares bid specifications for equipment and material purchases from $2,000 and up.
  • Assists the Shop Supervisor and Operations Manager in researching specifications, developing bidder lists, and creating formal bid documents for presentation to the County Commission.
  • Prepares bids for equipment, commodity and material purchases under $2,000 in value.
  • Purchases materials such as: equipment repair parts, corrugated metal culverts and attachments, bridge plank, steel bridge decking, H-piles, steel re-bar, guard rail, salt, special deicers, lubricants, paint, Sackrete, crackfiller, steel beams, fencing supplies, snow fence, signs, signals, posts, pavement marking material, sign making material, traffic barricades, traffic cones, traffic control equipment, salt/sand material, facility maintenance services and materials, building supplies, construction tools, mechanics tools, equipment rental, and other commodity inventories in accordance with ASTM, SAE, ASHTO, and KDOT standards and specifications.
  • Performs research to locate suppliers, prepare cost estimates, and determine availability of products and services.
  • Prepares, updates, and closes equipment maintenance and repair orders.
  • Supervises the annual personal property inventory.
  • Records and maintains surplus property inventories.
  • Assists in determining inventory stocking levels.
  • Initiates repairs to Public Works facilities.
  • Maintains and repairs lock systems.
  • Maintains storage areas, work areas, large part and commodity inventories, material storage yards, fuel storage systems, and other Public Works facilities ready for efficient utilization.
  • Manages building HVAC control and other systems such as video security and fire alarm systems.
  • Monitors the performance and inspects the work of contractors engaged by the county to make facility repairs.
  • Enters information into software applications for a large fleet management and road and bridge database system.
  • Maintains word documents, databases, and spreadsheets to record inventories, stocking levels, asset information and other road and bridge data.
  • Operates office equipment such as computers, calculators, FAX machines, printers, and copiers.

 

Secondary Functions:

  • Routinely inspects and maintains safety and security equipment in vehicles and facilities - such as fire extinguishers, first aid kits, security devices, lighting, and other safety protection systems.  Allocates personal protective equipment to all employees.
  • Performs research to locate suppliers, prepare cost estimates, and determine availability of products and services.
  • Picks-up and delivers parts, supplies, and other commodities. Occasionally transports road and bridge equipment to and from repair facilities.
  • Maintains a clean work area.
  • Periodically inspects equipment assigned to ensure units are clean and maintenance is being performed adequately.
  • Occasionally supervises 1 - 4 employees assigned to assist this position for large projects.  Occasionally trains others to perform the essential functions of the position.
  • Assists with tool and equipment safety training presentations.
  • Operates two-way radio, telephones, and other communications equipment such as facsimile machines and direct computer links by modem to transmit and receive data.  Relays messages, and receives complaints which are detailed, complex, and sometimes of an emergency nature - often from irate or hostile persons.
  • Participates in staff meetings, safety meetings and other related activities.
  • Position may require occasional overtime that will be outside normal work hours which may include weekends.
  • May be required to perform related work as required during and after hours, any day of the week, including holidays.
  • Perform other duties as assigned.

 

Position Requirements:

Any satisfactory equivalent combination of experience, education and training which provides the required knowledge, skills and abilities listed below will be accepted.

 

  • This position requires the employee to provide and carry a personal cell phone and will be reimbursed as per the County’s Cell Phone Policy. The cell phone is to be utilized to carry out county related functions in accordance with Departmental Policies and Procedures.

Education: 

  • This position requires a high school education.
  • One year of vocational level course work in bookkeeping, purchasing, construction, or a mechanics curriculum or equivalent.
  • A valid Class B driver’s license required.

 

Experience:

  • Requires three years experience in purchasing and inventory maintenance utilizing inventory and database software programs.
  • Two years of operating basic computer software (ie. microsoft office) is required.
  • Experience in construction or the mechanics trade preferred.  
  • Thorough knowledge of the various types, grades and qualities of commodities, supplies, and materials needed to construct and maintain 250 miles of roads, over 1100 bridges and culverts, and 13,000 signs and other traffic control devices; and equipment supplies and repair parts used to maintain a multi-agency fleet with more than 250 units including emergency equipment such as fire trucks and ambulances.
  • Knowledge of product sources, price trends, and approved purchasing procedures.
  • Knowledge of work safety rules and procedures.
  • Knowledge of modern office practices and departmental bookkeeping and accounting procedures.
  • Knowledge of basic road and bridge maintenance construction methods, facility maintenance, and equipment maintenance and repair.
  • Knowledge of basic security systems, lock systems, fire alarm systems, and video security systems.

Supervisory Control:  The employee uses initiative in carrying out recurring assignments and routine tasks and handles deviations in the work assignment in accordance with instructions, policies, previous training or accepted practices.

 

Supervisory Responsibility:  This position occasionally supervises others in the absence of their supervisor.

 

Complexity:  The work consists of duties that involve related steps and processing methods.  The decision regarding what needs to be done involves various choices requiring the employee to recognize the existence of and differences among a few related processes and methods. 

 

Scope & Effect of Work:  The main purpose of the work is to purchase, maintain, distribute and inventory parts, supplies and commodities, and maintain facilities for the Department.  The work product or service affects the accuracy, reliability, or acceptability of further departmental processes or services to the public.

 

Personal Contacts:  Vendors, contractors, departmental employees, supervisors, administrators, other government agencies, and the general public.

 

Purpose of Contacts:  Obtains, clarifies, and gives facts ranging from easily understood to highly technical information.  Must have the ability to establish and maintain effective working relations with other employees, supervisors, vendors, contractors, and the general public.  Responsibility involves courtesy and tact to furnish clearly and concisely, routine information involving commodity and parts acquisitions and distribution.

 

Physical Demands/Effort:  The work requires some physical exertion such as long periods of standing; walking over rough, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities; recurring lifting of moderately heavy items such as parts, boxes of supplies, bridge planks, grader blades, sign materials, and other construction materials and equipment accessories.  The work may require specific but common, physical characteristics and abilities such as above average agility and dexterity to lift 50# while storing or distributing parts and commodities.

 

Work Environment/Conditions:  The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as storage rooms, shop maintenance facilities, or commercial vehicles.  Safe work practices with office equipment and vehicle operation must be observed.  The work area is usually adequately lighted, heated, and ventilated but is occasionally flooded with exhaust and paint fumes from the shop area.
