The Community:
Lyon County, Kansas is home to many famous events, people and monuments, such as National Teacher’s Hall of Fame, Kansas Business Hall of Fame, Glass Blown Open tour, Dirty Kanza bike race, Symphony in the Flint Hills, and NASCAR Driver, Clint Bowyer.  Emporia is also recognized as the Founding City of Veteran’s Day.  Lyon County, Kansas is located in the east central part of Kansas with a population of 33,601 people.   It’s also an easy hour’s drive to Cities such as Kansas City and Wichita, and is only 45 minutes from our state’s capital.   At approximately 40 x 20 miles in size, the County encompasses nearly 844 square miles within the region of the famous Flint Hills.

Duties/Responsibilities:
About the Department: The LCECC Director reports to the 911 LCECC Board and the Lyon County Board of County Commissioners, and has a budgeted staff of 17 FTE and oversees over a $1 million dollar budget.  The center handles over 200 emergency and administrative calls per day. With multiple accreditations (CALEA, APCO Agency Training Program Certification, and the National Academy of Emergency Medical Dispatch), the department has maintained the highest standards in emergency communications to serve a busy, diverse and vibrant community.


About the Position:
Under the direction of the BOCC and the 911 LCECC Board, this is an exempt position that performs administrative and supervisory work directing the staff within the Lyon County Communications Center.  The Director is responsible for knowing and observing all laws, state and federal as well as understanding the county manual and resolutions which are directed toward fulfilling the responsibilities and duties of this position.  This employee supervises personnel assigned to the Communications Center, prepares and presents budgets for approval by the 911 LCECC Board and the county Commission.  Maintains open communication with the staff in the Communications Center, with the Commission and affiliated departments and agencies but more importantly with the public.  Knowledge of the functions of the Communications Center, strong skills in supervision, communications and organization are required for this position. 

Minimum Qualifications & Experience:
Qualifications: Qualified candidates will have a High School Diploma or GED, and five years’ experience of emergency dispatching, and pursuit of continuing education is required.  Six to seven years of progressively responsible professional experience in management of Emergency Communications administration, including three to four years of related administrative supervisory experience is preferred. Experience at the level of an assistant director or higher in a similarly sized community as well as prior experience in a Consolidated Center (Police, Fire, EMS) is highly preferred. Must be certified on NCIC/OpenFox within six months of employment and recertified every two years.  Have knowledge of enhanced 911 software with continual training as updates are provided.  Be trained in IDD/TTY within 2 weeks of employment (Americans with Disabilities requirement) and EMC (Emergency Medical Dispatch) within six months of employment.  Become certified in K.C.J.I.S. within six months of employment and CPR Certified within one year.  Lyon County, Kansas prefers Kansas WorkReady WorkKeys Assessment testing of Gold Level or above for this position.

capable of working in a multi-funded system, collaborating with customers and knowledgeable of PSAP funding strategies in order to effectively develop budgets and allocate resources; has worked with local and state funding agencies, such as the Kansas 911 Coordinating Council has worked in an accredited agency, ideally actively engaged in the accreditation process to ensure continued accreditation of the department; effective in gathering, assessing and using data to make decisions that drive effective operations; has taken part in the renovation or building of 911 communication center infrastructure; or is a quick study in getting up to speed working with consultants and contractors for same; a responsive, detailed and deadline-oriented leader who continuously monitors and engages in process improvement in a service-driven organization; skilled in strategic planning, priority-based budgeting, performance management, benchmarking, developing and applying performance measurement metrics; and executing master plans; resilient in the face of challenges and seeks innovative solutions to problems; a strong communicator who possesses well-developed interpersonal skills and abilities; and 
an accountable manager who holds high expectations of self and others while also being an effective and respected leader. The County provides an excellent benefits package.
