GEARY COUNTY JOB DESCRIPTION
Job Title: Lieutenant – Corrections
FLSA: Non-Exempt Salary Range: 22 - $20.34/hr.
Reports To: Captain - Corrections
Department: Sheriff Date: January 2018
The job duties of the Lieutenant – Corrections include but are not limited to assist with the overall supervision of the County Jail; to ensure that the living conditions of the inmates are maintained in a humane manner; to ensure that the inmates are granted their constitutional rights; to coordinate and oversee the training of all the correction officers and evaluate their work; to enforce all federal, state, and local law resolutions; and to provide responsive, courteous and efficient service to County residents and the general public.
In the absence of the Captain - Corrections and the Support Services Lieutenant, the Shift Lieutenant is in charge of the facility.
DUTIES AND RESPONSIBILITIES
The duties described below are indicative of what the Lieutenant – Corrections might be asked to perform. This job description is to incorporate any County Resolutions for the position of Lieutenant – Corrections. - Make daily safety and security checks.
- Order jail supplies required for operations.
- Work with other agencies to coordinate housing of inmates from other agencies.
- Work with investigators and internal investigations as required on jail matters.
- Coordinate maintenance of the facility and supporting equipment.
- Review staff data entries into the computerized inmate book in and release records.
- Enter data into the same records.
- Review, evaluate and take appropriate action on grievance forms received from inmates.
- Review, evaluate, approve or disapprove staff requests for disciplinary action toward the inmates.
- Review, evaluate and take appropriate action on incident reports received from the jail staff.
- Ensure that the inmates’ privileges are not unjustly restricted.
- Review all booking and release paperwork, counts, key counts, and inspection sheets.
- Respond to worksite in emergency situations at any time.
- Oversee the Sergeant – Corrections in coordinating transport and security for inmates transported to and from court, hospitals, doctors, and attorneys.
- Supervise inmate programs such as AA and NA meetings, work release, and inmate worker (Trustee).
- Utilize the Livescan computerized fingerprinting system to prepare fingerprints and transmit them to the Kansas Bureau of Investigation.
- Utilize the two-way video court system for some of the court appearances of the inmates.
- Maintain the inmate monetary accounts.
- Provide crowd control when needed.
- Assist the Support Services Lieutenant and Major as needed and directed.
- Direct the work and manage the jail staff of the Corrections Division.
- Develop and administer operations and staff plans and objectives.
- Plan, direct, coordinate work activities of subordinates and review work.
- Assist with employee training and safety programs.
- Assign tasks, review work and prepare performance evaluations.
- Recommend employee transfers, promotions, disciplinary action, discharge and salary increases.
To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required at the time of hire or for the continuation of employment.
- High school diploma or GED.
- Technical degree or Associate’s degree in criminal justice preferred.
- Three (3) years’ experience in law enforcement or corrections.
- Three (3) years supervisory experience preferre.
- Certifications that must be achieved during the first year of employment and maintained throughout employment: taser, CPR, and first aid.
- Valid Kansas driver’s license.
- Must reside within a 30-mile radius of worksite within 90 days of employment.
SKILLS AND ABILITIES
- Extensive knowledge of law enforcement techniques and standards.
- Extensive knowledge of constitutional rights of inmates and the proper application of the laws regarding those rights.
- Knowledge of cleaning and disinfecting solvents required for sanitation.
- Ability to maintain a professional demeanor when dealing with the public.
- Ability to take control of situations in a responsible manner.
- Ability to comprehend, retain and apply County, State, and Federal policies and legislation, i.e. local ordinances, procedure manuals, SDS sheets, safety manuals; and warning labels.
EQUIPMENT KNOWLEDGE REQUIRED
- Ability to operate various types of equipment – standard office equipment, fax, scanner, computer and intermediate knowledge of Microsoft Office software.
- Ability to operate a camera, and video equipment.
- Ability to operate Livescan computerized fingerprinting system.
- Ability to operate emergency vehicles, radios, fire arms, and Taser.
- Other equipment could be required.
- Ability to maintain a positive work atmosphere by acting and communicating in a professional and friendly manner with customers, citizens, co-workers and management.
- Ability to communicate in both written and verbal form.
- Ability to develop, interpret and implement local policies and procedures; written instructions, general correspondence, Federal, State, and local regulations, SDS sheets, safety manuals, operating and repair manuals, etc; and warning labels.
- Ability to perform basic mathematical calculations.
- Ability to respond to complaints and grievances posed by the public.
- Ability to define problems and solve problems in a variety of situations.
- Ability to think quickly, maintain self-control, and adapt to stressful situations.
- Ability to use good judgment.
