Position Summary: To apply recognized appraisal and mass appraisal methods and procedures to all designated parcels in Riley County. To gather pertinent real estate data to assist the County Appraiser in property valuation and may be directed to provide other valuation appraisal assistance as needed.



  • Physically review 17% annually (measure, grade, physical condition, functional utility and economic condition factor) all property. Verify and review any sales in areas assigned. A comprehensive re-inspection of 17% of the parcels within the county is done to re-verify objective property characteristics and measurements.
  • Hold informal hearings and payment under protest hearings with taxpayers who wish to discuss their valuation estimate or obtain a further explanation as to the value estimate, after change of valuation notices are mailed. Must be prepared to defend values at Small Claim’s hearings or Board of Tax Appeals hearings.
  • All new construction shall be listed and appraised by measuring and inspecting property, and interview of property owners. The appraiser shall observe and record construction data, conduct interviews with property owners, identify, measure, and sketch buildings.
  • Review maps for accuracy and discrepancies during field audits.
  • Perform quality control on all data entry of new construction.
  • Assists with use of ORION system to develop a commercial cost approach and commercial income approach models based on gathering of pertinent data. Data is gathered from surveys and interviews of: property owners, property managers, accountants, attorneys, tax representatives, commercial fee appraisers, real estate developers, realtors, etc.
  • Final Review – Prior to finalization of the appraisal estimates and printing of change of value notices, a field inspection and critical examination of the preliminary indicators of value shall be made for each parcel of property in Riley County.



  • Identify and determine classification of property in order to determine how to process. Encode into appropriate ORION sections appraisal related date in order to generate field review documents for new construction, sales, annual review, and final review.
  • Generate and supply working documents for verification, interpretation, and corrections through ORION. Includes cost ladders, inventory cost sheets, and income approach appraisals for commercial property.
  • Provide information to customers by phone or in person. Information includes appraised values, cost sheets, aerial maps, and legal descriptions. Must be able to interpret and explain.
  • Complete additional tasks as assigned by supervisor in order to fulfill goals and objectives.




Education:  Graduation from a standard high school or G.E.D. possession with some college and/or Vocational Technical education.  Surveying and/or drafting course work. Substitution of three years’ experience in a related field may be considered from educational requirements.


License(s)/Certification(s):  Valid driver’s license required.

Successful completion of IAAO 101, IAAO 102, ORION Commercial/Industrial Data Collection, Commercial Grade & Depreciation Application, ORION Residential & Agricultural Data Collection, and Kansas Property Tax Law required within 24 months of hiring.


Experience:  Two to five years office experience.  Familiarity with local geographic area.  Knowledge of engineering drawing techniques and ability to draw sketches.  Knowledge and ability to implement interviewing techniques.


Skills:  Ability to exercise both subjective and objective reasoning.  Ability to read maps and plats.  Ability to measure structures accurately. Ability to render identification of and judgements concerning building structural features and the quality of construction.  Ability to record descriptive data accurately and completely. Ability to communicate tactfully and courteously with the public.  Must have reliable transportation.


Supervisory Control:

Complete work is usually evaluated for technical soundness, appropriateness, and conformity to policy and requirements. The methods used in arriving at the end results are not usually reviewed in detail.


Supervisory Responsibility:




The employee uses judgement interpreting and adapting guidelines such as agency policies, regulations, precedents, and work directions for application to specific cases or problems. The employee analyzes results and recommends changes.
