Water Distribution Lead

(Public Works)

Performs a variety of  skilled, technical, and maintenance work in the construction, operation, repair, maintenance, and replacement of the City’s water distribution systems.  Plans, schedules and coordinates the crew for the daily operations and maintenance to the water distribution system.

This position requires a valid driver’s license with a safe driving record as determined by the employer, and you must be able to obtain a Commercail Driver’s License (CDL) within sixty (60) days of employment. You must also be able to obtain Certification by the State of Kansas (KDHE) as a Class II Water Supply System  Operator or Class II Water Distribution System Operator as issued by ABC (Association of Boards of Certification) within three years of placement in the position and Certification by the State of Kansas (KDHE) in cross connection, backflow prevention within three years of placement in the position.

Other requirements: High school diploma or acceptable equivalent is required, and three (3) years of experience relating to the construction, repair and maintenance of water systems including the operation of related maintenance equipment preferred.

The successful applicant must pass post-offer, pre-employment drug/alcohol screens along with physical capacity profile and background checks.  Pay Range: $14.18/hour (entry) - $19.18/hour (maximum).

GENERAL OVERVIEW OF POSITION AND RESPONSIBILITIES

Performs a variety of  skilled, technical, and maintenance work in the construction, operation, repair, maintenance, and replacement of the City’s water distribution systems.  Plans, schedules and coordinates the crew for the daily operations and maintenance to the water distribution system.

 

SUPERVISION RECEIVED

Works under the general guidance and direction of the Water Distribution & Collection Supervisor.

 

SUPERVISION EXERCISED

Although not supervisory in nature, this position is tasked with providing leadership and guidance for other staff members as it pertains to water distribution services within the Environmental Services Division.

 

ESSENTIAL FUNCTIONS

Essential functions of the job may include but are not limited to the following:

  • Inspects and repairs meters, connections and main breaks ensuring all aspects of the system are properly functioning.
  • Maintains a variety of records relating to inspections, job sheets and maintenance activities.
  • Determines location of all utility lines from the appropriate sources prior to excavation.
  • Responds to complaints (i.e. leaks, pressure loss, no water, discolored water), evaluates situations, completes remediation and/or explains findings to Distribution & Collection Supervisor.
  • Contacts customers in area where services will be temporarily discontinued; provides explanations and estimates on when services will be shut off and/or restored.
  • Ensures proper maintenance of equipment by cleaning and checking equipment after each use.
  • Drives trucks of various sizes and weights to load, haul and unload equipment and material.
  • Makes taps, installs new mains and services and disinfects water mains.
  • Inspects and performs preventative maintenance on equipment, refers defects or repairs to Distibution & Collection Supervisor.
  • Operates all construction and power equipment with efficiency.
  • Performs all duties in conformance to appropriate safety and security standards.
  • Works as labor crew leader in construction and maintenance projects, including pavement, cutting, ditch digging, main and pipe repair, laying and backfilling.
  • Cuts, fits, lays, repairs, taps, cleans, and flushes water mains, pipes, gates, and fittings, as needed for repair of mains and services, and installation of services; assists in shutting off broken sections of water main.
  • GPS data acquisition pertinent to the City’s water distribution system.
  • Plan, schedule and coordinate the crews for the daily operations and maintenance to the City’s water distribution system.
  • Perform locates as required.
  • Insure inventory items are in stock and orders inventory items upon approval.
  • Oversees the safety of assigned maintenance workers.
  • Oversees proper confined space entry procedures.
  • Operates a variety of power construction and maintenance equipment used in water distribution.
  • Has a good understanding of the cross connection, backflow prevention program.
  • Has a good understanding on safety issues and confined space procedures.
  • Performs proper paper work and reports for the water distribution.

NON-ESSENTIAL FUNCTIONS

  • Attendance at training, workshops and seminars.
  • Serves on various employee or other committees as assigned.
  • Perform other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Thorough knowledge of equipment, facilities, materials, methods and procedures used in public water supply and distribution systems.
  • Thorough knowledge of pipe installation, connection and repair.
  • Thorough knowledge of road construction repair and maintenance.
  • Skills in operation of all listed tools and equipment.
  • Ability to guide, direct and motivate employees.
  • Ability to operate and maintain various equipment used in water maintenance and repair such as backhoe, dump trucks and hydrolift.
  • Ability to organize and direct the activities of various crews performing construction and maintenance work.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to establish and maintain effective working relationships with employees, other departments and the public.

EDUCATION AND EXPERIENCE

  • High school diploma or acceptable equivalent required.
  • Three (3) years of experience relating to the construction, repair and maintenance of water systems including the operation of related maintenance equipment preferred.
  • Any combination of the above at the discretion of the City Manager.

CERTIFICATION(S) AND LICENSE(S)

  • Valid driver’s license with a safe driving record as determined by the employer.
  • Must be able to obtain Commercial Driver’s License (CDL) within sixty (60) days of employment.

The work environment and conditions described here are encountered in performing the essential functions of this position.
