Job Description:


Under the supervision of the City Manager, the Solid Waste Foreman supervises a number of small crews involved in the collection and disposal of residential and commercial refuse &recyclables and does related work as required. This is a working Foreman position. The individual in this position will be driving and picking alongside the crews. The Foreman is also responsible for reporting and preventative maintenance.


  • Plan, schedule, assign and evaluate the work of small crews involved in refuse collection and recycling/composting activities
  • Supervise the work of subordinate staff including coordinating, assigning, monitoring and evaluating work, training, counseling and disciplining staff
  • Outline, map out and schedule efficient refuse collection routes
  • Perform continuing field inspections of residential refuse collection throughout the City to assure work completion and proper service by refuse collection crews
  • Investigate and adjust service complaints from customers
  • Explain refuse collection ordinances and procedures to customers and subordinate personnel
  • Instruct subordinate personnel in safety procedures and proper refuse collection methods
  • Inspect and compile information on the operation and safe use of refuse trucks, packers, refuse containers and other equipment used in refuse collection
  • Coordinate with other departments to ensure that refuse collection vehicles and equipment are in safe and efficient operating condition
  • Keep records and prepare reports concerning refuse collection activities including but not limited to work in progress, work completed and tonnage collected
  • Perform basic maintenance on trucks and equipment
  • Maintain resources within budget constraints
  • Train new employees and provide ongoing training to current staff
  • Fill in as Refuse Operator, when needed
  • Coordinate daily opening and closing of the Compost Yard based on seasonal schedule
  • Other duties as assigned


  • Attend monthly safety meetings
  • Conduct tailgate training sessions, as required
  • Make appropriate decisions for proper customer service
  • Assist in the selection and hiring of new employees
  • Abide by all standards, conduct and policies, as stated in Employee Handbook

Education, Licensure, or Certification

  • High School Diploma or GED
  • Kansas Class B CDL with airbrake endorsement

Experience, Specialized Knowledge, and Other Requirements

  • Minimum two years refuse collection experience preferred
  • Knowledge of proper methods for lifting heavy refuse containers
  • Knowledge of refuse collection procedures, ordinances, rules and regulations
  • Experience with mechanical and hydraulic systems including engines and transmissions
  • Safe driving record and utilization of safe driving practices and knowledge of state and local laws pertaining to the operation of motor vehicles on streets, roads and highways
