Position Summary:

Under the supervision of the Solid Waste Director, the Clerk II performs a variety of moderate to complex office duties at the Franklin County Transfer Station.  The Clerk II assists the public by answering non-routine questions and providing more extensive information gained from experience in the assigned department(s), either in person or on the telephone.  This position is responsible for providing customer service, paper and electronic file management, correspondence, billing, data input and analysis, and other tasks as assigned.  This position requires the application of some independent judgment and the interpretation of routine policies and regulations.  Assignments will involve competent skill in computer operation, keyboarding and other office equipment.  Work is performed with limited supervision from the Solid Waste Director or designated supervisory personnel.

Franklin County participates in the Kansas Public Employees Retirement System (KPERS & KP&F).

Base Rate:         $12.38 per hour depending on qualifications

Hours:       Generally 8 a.m. to 4 p.m. Monday - Friday.  Every other Saturday 8 am. to Noon; Overtime may be required.

Additional Information:

High School Diploma or GED required.  A valid Kansas class C driver’s license required.  Weighs in vehicles at the Transfer Station as they arrive and sends them to the appropriate area to unload.  Collects and records dumping fees from customers via cash, checks and credit cards.  Evaluates information on weigh tickets to verify completeness and accuracy.  Knowledgeable of modern office practices and procedures.

Maintains a variety of daily, weekly, monthly and annual reports as required by KDHE.  Operates a computer, assigned software, calculator, and other general office equipment required.

Skill in data entry and computer skills using Microsoft applications and ability to make work decisions in accordance with regulations and departmental policies and procedures required.

Establish and maintain effective working relationships with staff, other employees, court personnel, outside agencies, officials and the public required.

Employee is expected to have acquired the necessary skills and knowledge to perform at an acceptable level within six months of being awarded the position.

JOB SUMMARY:

Under the supervision of the Solid Waste Director, the Clerk II performs a variety of moderate to complex office duties at the Franklin County Transfer Station.  The Clerk II assists the public by answering non-routine questions and providing more extensive information gained from experience in the assigned department(s), either in person or on the telephone.  This position is responsible for providing customer service, paper and electronic file management, correspondence, billing, data input and analysis, and other tasks as assigned.  This position requires the application of some independent judgment and the interpretation of routine policies and regulations.  Assignments will involve competent skill in computer operation, keyboarding and other office equipment.  Work is performed with limited supervision from the Solid Waste Director or designated supervisory personnel.

 

ESSENTIAL FUNCTIONS:

  • Assists the general public at the scale house;
  • Identifies various types of waste, vehicles and drivers associated with charge accounts;
  • Weighs in vehicles as they arrive and sends them to the appropriate area to unload;
  • Collects and records dumping fees from customers, cash, checks and credit cards;
  • Answers the phone and radio;
  • Establishes and maintains all necessary office records and files;
  • Maintains a variety of daily, weekly, monthly and annual reports as required by KDHE;
  • Prepares funds for deposit daily;
  • Keeps a daily activity log;
  • Prepares monthly statements for charge account customers and monitors payments;
  • Prepares and maintains inspection forms for C & D Landfill as required by KDHE;
  • Contacts dispatcher for HAMM landfill to coordinate trucks to haul waste;
  • Coordinates with refuse hauler’s dispatchers to maintain smooth unloading operation;
  • Orders supplies through Solid Waste Main Office;
  • Performs custodial duties for scale house;
  • Evaluates information on weigh tickets to verify completeness and accuracy;
  • Maintains and updates filing, mailing, database systems, records, either manually or using a computer related to update records and changes;
  • Responds to routine inquiries from telephone callers and visitors.  Directs information to other departments if necessary, and review documents for accuracy, completeness, and proper signatures;
  • Investigates information in files and computer databases and provides summary of findings as requested.

  • Performs other related duties as required.

  • None.

CERTIFICATIONS, LICENSES, REGISTRATIONS:

REQUIRED EDUCATION/OR EXPERIENCE:

  • High school diploma or G.E.D.;
  • six months to twelve months related experience or training;
  • or equivalent combination of education and experience.

 

PREFERRED EDUCATION/OR EXPERIENCE:

  • Associate's degree in business, accounting, finance, or related field or equivalent from two-year college or technical school;
  • or one year to two years related experience and/or training;
  • or equivalent combination of education and experience.
