Job Description:

Job Objectives:

All areas of Sedgwick County require IT software to do their business, some of which is developed internally and some of which they buy from a third-party vendor. It is the job of the Application Managers to oversee projects which include rating software, evaluation, and ensuring County policies are followed to acquire the software, prepare the servers, install the software, configure it, load data into it, tune it, upgrade it, and repair it when there are problem. They also help train and communicate how to use the software across the organization. As the County continues to turn to third-party or internally developed software, the role of Application Manager is increasingly important, they engage with people at all levels of the organization, and work as part of an IT team.   Establish/follow business practices that embrace the County values and the Sedgwick County strategic plan.

 

Essential Job Functions:

Assesses business process requirements

  • Analyzes the structure and flow of the business’ work to identify possible application solutions.
  • Be aware of the latest software developments how they can be applied to make the business more efficient and successful.
  • Develop  Quality Assurance test plans and conduct testing if in house systems
  • Develop Training plans for in house developed systems
  • Develop and maintain application documentation such as training materials, FAQ s, etc.
  • Ensure application and its use by clients complies with County policies and laws of the land

Manages system hardware and application software implementation and upgrades

  • Ensure 100% of all centrally-managed third-party applications will be patched within three months of security patch release, pending successful regression testing, in order to safeguard the organization’s information.
  • Often lead a team of IT specialists, clients and vendors responsible for implementing, deploying or upgrading application software.
  • Work with Clients and guide them through the QA Testing process
  • Ensure servers are ready before implementing new systems, and carefully monitor the rolling-out process, be forward thinking to prevent any unforeseen circumstances / failures.
  • Maintain a test environment and test new releases before they are put into production
  • Grant, modify and remove security access for the applications; work with IT staff to coordinate security accesses not within scope of control

Troubleshoots problems

  • Provide technical support and problem resolution related to business application software systems.
  • Advanced problem solving capabilities to resolve software and hardware issues.
  • Provide training for front line helpdesk-type support
  • Provide advanced support for applications and backup for all applications managed by Information Technology
  • Provide after hours On-Call Support

Job Standards:

Minimum Qualifications

Educational Requirements:    Bachelor’s degree from an accredited college or university in computer technology, business administration, management information or related field or

Four years of progressively responsible experience in the management of information technology or any combination of training and experience this provides the required knowledge, skills and abilities.

Years of Experience:  Four years or more of experience supporting desktop or business applications.

Preferred Qualifications

Educational Requirements: Bachelor’s degree from an accredited college or university in computer technology, business administration, management information or related field or

Six years of progressively responsible experience in the management of information technology or any combination of training and experience this provides the required knowledge, skills and abilities.

Years of Experience:   Six years of experience in computer technology and application deployment, and SQL query writing abilities.

 

Physical Requirements of Position:

Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.

 

Work Environment:

Usual working days/hours:  Monday - Friday, 8:00 a.m. to 5:00 p.m.

Location of work:  538 N Main

The employee is subject to environmental conditions. Protection from weather conditions but not necessarily from temperature changes.
