Position Title:     HR Technician

Position Summary:

Under guidance from the Director of Human Resources, this position assists in supporting all areas of Human Resources.  Duties include, but are not limited to, payroll processing, reporting, recruitment and retention, analyzing and administering employee benefit programs, expediting and processing requests, maintaining confidential records, and executing policies and procedures.  Work requires the exercise of a high degree of initiative, independent judgment and discretion.  Technicians must possess a skilled technical aptitude, be detail oriented, possess exemplary customer service and communication skills, be well organized, and have excellent problem-solving abilities.

Franklin County participates in the Kansas Public Employees Retirement System (KPERS & KP&F).

Additional Information:

Associate’s degree from an accredited college or university in Human Resource Management, Business, Public/Business Administration, or a related field OR two years related experience and/or training required.  Valid driver’s license required.  SHRM-CP or SCP, PHR, IPMA-HR-CP or SCP certification preferred.

Accurately processes payroll including but not limited to creating employee records, reviewing timesheets,  overseeing withholdings, calculating wages and leave use, issuing paychecks, transmitting payments to appropriate accounts, printing checks, reconciling and balancing accounts and funds and submitting time sensitive reports required.

Provides professional assistance to all staff and citizens; analyzes, prioritizes and efficiently expedites requests required.

In conjunction with supervisory staff, assists Director in updating job descriptions, delivering employee training, open enrollment, staff development and in-service sessions required.

Studies and analyzes benefit programs, trends, developments, and options; maintains working relationships with benefit providers; maintains benefit records; reconciles benefit accounts and confirms accuracy of billing; prepares special reports; projects future costs; makes recommendations for greater efficiencies required.

Assists with creating and maintaining internet and intranet Human Resources pages; utilizes current software programs to facilitate communication internally and to other County departments; assists with creation and publication of County newsletter; serves as department liaison with the Information Technology Department required.

Establishes and maintains effective working relationships with staff, other employees, outside agencies, officials and the public required.

Employee is expected to have acquired the necessary skills and knowledge to perform at an acceptable level within six months of being awarded the position.

JOB SUMMARY:

ESSENTIAL FUNCTIONS:

  • Adheres to federal, state, and local laws; comply with county policies and procedures; communicates, documents and processes all information according to laws/policies (FMLA, ADA, FLSA, GINA, etc.);
  • Provides professional assistance to all staff and citizens; analyzes, prioritizes and efficiently expedites requests;
  • Maintains the confidentiality of employee records.  Ensures that all records are current and accurate.  Provides access to employee records in accordance with laws and County policy;
  • Accurately processes payroll including but not limited to creating employee records, reviewing timesheets,  overseeing withholdings, calculating wages and leave use, issuing paychecks, transmitting payments to appropriate accounts, printing checks, reconciling and balancing accounts and funds and submitting time sensitive reports;
  • Coordinates recruitment activities with department personnel including  updating job descriptions, composing job announcements and recruitment information; reviewing and evaluating applications; maintaining eligibility lists; developing and preparing interview questions; participating in interviews; advising panel members on the selection criteria; scheduling pre-employment screenings; and communicating with prospective employees;
  • Develops and conducts employee orientation programs; conducts onboarding and off boarding processes; assures that all employment paperwork is complete and in compliance with the law; provides enrollment data to respective service providers; enters data into payroll program and on relevant service provider websites;
  • Studies and analyzes benefit programs, trends, developments, and options; maintains working relationships with benefit providers; maintains benefit records; reconciles benefit accounts and confirms accuracy of billing; prepares special reports; projects future costs; makes recommendations for greater efficiencies;
  • Assists employees and supervisors with basic interpretation of HR policies and procedures; provides assistance in resolution of personnel issues;
  • Researches, compiles and responds to various reporting requirements, audits, and requests, to include but not limited to, ACA, EEO4, professional surveys, Medicare Disclosure, Worker’s Compensation, etc.;
  • In conjunction with supervisory staff, assists Director in updating job descriptions, delivering employee training, open enrollment, staff development and in-service sessions;
  • Processes insurance claims (life, unemployment, work comp, liability, property, etc.); advises the County Administrator and Human Resources Director on all insurance matters, as requested;
  • Coordinates the Employee Performance program; prepares correspondence and tracking reports, ensures all employees have reviews on schedule;
  • Leads and/or assists with the implementation and maintenance of various HR projects/programs as established by the Director—Employee Service Awards, Wellness Committee, Safety Committee, etc.;
  • Represents Human Resources and/or the County on various committees; apprises the Human Resources Director of meeting details;
  • Assists with creating and maintaining internet and intranet Human Resources pages; utilizes current software programs to facilitate communication internally and to other County departments; assists with creation and publication of County newsletter; serves as department liaison with the Information Technology Department;
  • Obtains and/ or maintains professional certifications and technical knowledge by attending seminars/classes, reviewing professional publications, establishing personal networks, and participating in professional societies;
  • Oversees the duties and responsibilities of the Human Resources Department in the absence of the Director;
  • Performs other related duties as required or assigned.

CERTIFICATIONS, LICENSES, REGISTRATIONS: 

  • Possess valid driver’s license required;
  • SHRM-CP, PHR, SHRM-SCP or SPHR, IPMA-HR-CP, or IPMA-HR-SCP certification preferred.

 

REQUIRED EDUCATION/OR EXPERIENCE:

  • Associate’s degree from an accredited college or university in Human Resource Management, Business, Public/Business Administration or a related field;
  • OR one to two years related experience and/or training;
  • OR equivalent combination of education and experience.
