Job Title: Planner
FLSA: Non-Exempt Salary Range: 21 - $19.77/hr.
Reports To: Planning and Zoning Administrator
Department: Planning and Zoning Date: August 2017
The job duties of the Planner include but are not limited to review developmental proposals, preparing reports, collecting data, providing information to the public, and to provide responsive, courteous and efficient service to County residents and the general public.
DUTIES AND RESPONSIBILITIES
The duties described below are indicative of what the Planner might be asked to perform. This job description is to incorporate any County Resolutions for the position of Planner. This position description is not designed to list all tasks and responsibilities of this position. Geary County reserves the right to revise or change job duties as the need may arise. This position description does not constitute a written or implied contract of employment.
- Develops planning studies and reports in support of new and updated plans, programs and regulations.
- Review development proposals and site plans for conformance with codes. Plans and regulations.
- Prepares and presents detailed reports on development proposals to the Metropolitan Planning Commission, City Council and the Board of County Commissioners.
- Collect a variety of statistical data and prepares report and maps on topics such as land use, tax base data and occupancy rates.
- Evaluates rezoning, site plans, special use permits, variants and other proposals.
- Acts as a liaison between community groups, government agencies, and elected official in developing neighborhood plans.
- Provides information to the public regarding development regulations.
- Assists in resolving citizen and customer issues.
- Conducts field evaluations and assessments.
To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required at the time of hire or for the continuation of employment.
- Bachelor’s degree in urban planning, architecture, public administration or closely related field. Experience in community planning or appraising may be substituted for the education on a year for year basis.
- A valid Kansas driver’s license.
SKILLS AND ABILITIES
- Knowledge of the principles and practices of planning.
- Knowledge of transportation, land use and affordable housing.
- Knowledge of principles and practices of research and data collection.
- Knowledge of methods, procedures and techniques for the preparation, review for accuracy and updating of plats and legal descriptions.
- Ability to work on serval projects or issues simultaneously.
- Ability to maintain a professional demeanor when dealing with the public.
- Ability to work independently without close supervision.
- Ability to comprehend, retain and apply County, State, and Federal policies and legislation, i.e. local resolutions, procedure manuals, SDS sheets, safety manuals; and warning labels.
EQUIPMENT KNOWLEDGE REQUIRED
- Ability to review plans and apply provisions of the codes to determine compliance with such regulations and apply regulations to field conditions.
- Ability to create graphic designs, development strategies and render site plans.
- Ability to operate various types of equipment – standard office equipment, computer and advanced knowledge of Microsoft Office software.
- Other equipment could be required.
- Ability to maintain a positive work atmosphere by acting and communicating in a professional and friendly manner with customers, citizens, co-workers and management.
- Ability to communicate in both written and verbal form.
- Ability to develop, interpret and implement local policies and procedures; written instructions, general correspondence, Federal, State, and local regulations, SDS sheets, safety manuals, operating and repair manuals, etc; and warning labels.
- Ability to perform complex mathematical calculations.
- Ability to respond to complaints and grievances posed by the public.
- Ability to define problems and deal with a variety of situations.
- Ability to think quickly, maintain self-control, and adapt to stressful situations.
- Ability to use good judgment and effectively solve problems.
