The Disease Intervention Specialist (DIS) is a technical public health position for Sexually Transmitted Infection (STI) Control in Sedgwick County and 56 Counties as assigned by Kansas Department of Health and Environment (KDHE). DIS performs STI and HIV disease investigations and contact management to control the spread of disease and protect the public from health threats. This position interviews and educates clients about STI infection and prevention; performs specimen collection for client testing; and works with STI Clinic staff and health partners to ensure clients are treated. DIS works under established protocols using professional judgment and follows local, state and national protocols, guidance and regulations. DIS provides content expertise for STI and HIV in the community and consults with medical providers and other health partners about the diagnosis and treatment of patients and the prevention, detection, and reporting of STI and HIV. This position develops collaborations and professional relationships with health partners for STI and HIV control.
Essential Job Functions:
1. Investigate and Intervene in the HIV transmission process.
- a. Initiate investigation within 24 hrs. of receipt of case per KDHE protocol or document prohibiting circumstances.
- b. Document in EPITRAX the plan on how to contact client within 2 working days of initiation.
- c. Interview within 7 days of initiation or document prohibiting circumstances.
- d. Conduct contact investigations by interviewing and providing testing or referral per KDHE guidelines or document prohibiting circumstances.
- e. Obtain diagnostic specimens in accordance to KDHE policy and protocol or document prohibiting circumstances.
- f. Perform timely data entry within 24 hrs. in accordance with Field Service Manual or document prohibiting circumstances.
- g. Perform accurate data entry in accordance with Field Service Manual.
2. Investigate and Intervene in the Sexually Transmitted Disease transmission process.
- Initiate investigation within 24 hrs. of receipt of case per KDHE protocol or document prohibiting circumstances..
- Develop client contact plan within 2 working days of initiation.
- Interview within 7 days of initiation or document prohibiting circumstances.
- Reinterview (if applicable) completed on assigned cases or document prohibiting circumstances.
- Obtain diagnostic specimens in accordance to KDHE policy and protocol or document prohibiting circumstances.
- Perform data entry and reporting of information required accurately in accordance with Field Service Manual.
- Conducts investigations per KDHE protocols.
3. Collaborate and consult with private sector and community partners on disease intervention and partner management.
- Provide recommendations to and collaborate with local health departments regarding the control of outbreaks based on results of field epidemiology work and state and federal guidelines.
- Present communicable disease lectures and in-service training to physicians, nurses, students, and civic groups.
- Conduct, participate in and support outreach programs in a variety of venues which may be after normal work hours including weekends. These venues include but are not limited to bars, clubs, LGBT (Lesbian, Gay, Bisexual and Transgender) events, churches or other public events.
- Provide accurate guidance during phone conversations from callers seeking sexually transmitted infection or HIV-related information
- Consult with providers in the private sector, health departments and federally qualified health agencies in the region regarding STI and HIV, making recommendations regarding diagnosis and treatment of STI and providing information to facilitate the reporting of communicable diseases.
- Report activities to KDHE and DOH as required or requested.

Educational Requirements: Bachelor’s degree from an accredited college or university
Years of Experience: Job knowledge at an entry level in disease control/prevention.
License, certifications, etc. Meet Sedgwick County Level 2 driver qualifications. Have a valid Kansas Driver’s License or obtain one within 30 days of employment start date.
Educational Requirements: Bachelor’s degree from an accredited college or university in a science related field
Years of Experience: One year experience and/or training in the field of public health. At least one year experience in disease control and prevention. At least one year experience in providing customer service to the public or working with diverse populations in a collaborative manner. One year venipuncture experience. One year experience with Windows-based computer environment, fax, and multi-line telephone system.
License, certifications, etc. Current CPR certification. Bilingual in English and Spanish.
