Water Distribution & Collection Supervisor

(Public Works Department)

Duties of this full-time position include performing a variety of skilled, technical and maintenance work in the construction, operation, repair, maintenance and replacement of the City water distribution and wastewater collection systems.  Plans, schedules and implements construction, maintenance, operation and construction activities designed to provide quality water and wastewater service for the City.  Oversees construction and maintenance work to determine acceptability and conformance to standards.  Performs supervisory duties.

Candidates must possess a high school diploma/acceptable equivalent.  An Associate Degree in biology, environmental science, chemistry or a closely related field preferred.  Five (5) years of experience relating to the construction, repair and maintenance of water and/or wastewater systems including the operation of related maintenance equipment preferred.  Any combination of the above may be considered at the discretion of the City Manager.

Must have a valid driver’s license with a safe driving record as determined by the employer. Must be able to obtain Commercial Driver’s License (CDL) within sixty (60) days of employment.  Must be able to obtain Class III KDHE Wastewater Treatment Facility Operator and Class III Water Supply System Operator certifications or Class III Wastewater Collection System Operator and Class III Water Distribution System Operator Certifications issued by ABC within 3 years of placement in the position.  Certification by the State of Kansas (KDHE) in cross connection, backflow prevention within three years of placement in the position is required. 

The successful applicant must pass post-offer, pre-employment drug/alcohol screens along with physical capacity profile, background checks and references.  Pay Range: $18.37/hour (entry) - $24.85/hour (maximum).

GENERAL OVERVIEW OF POSITION AND RESPONSIBILITIES

Performs a variety of skilled, technical and maintenance work in the construction, operation, repair, maintenance and replacement of the City water distribution and wastewater collection systems.

 

SUPERVISION RECEIVED

Works under the general guidance and direction of the Environmental Services Superintendent.

 

SUPERVISION EXERCISED

Supervises all water distribution and collection staff.

 

ESSENTIAL FUNCTIONS

Essential functions of the job may include but are not limited to the following:

  • Inspects and repairs manholes, tap connections, main breaks and lift stations ensuring all aspects of the collection system function properly.
  • Plans, schedules and implements construction, maintenance, and operation and construction activities designed to provide quality water and wastewater service for the City.
  • Oversees construction and maintenance work to determine acceptability and conformance to standards.
  • Assists in the repair of booster pumping stations, meters, etc. at frequent intervals to insure that all aspects of the systems are functioning properly.
  • Insures that all necessary materials, supplies and equipment are available by maintaining an inventory of parts and materials and obtaining necessary parts, tools and supplies from the store room.
  • Trains, supervises, reviews and disciplines employees performing the duties of maintenance, construction and repair of water distribution and wastewater collection systems.
  • Maintains a variety of records relating to inspections and maintenance activity.
  • Determines location of all utility lines from the appropriate sources prior to excavation.
  • Responds to complaints (i.e. sewer backups, odor, water leaks, water quality, and low water pressure), evaluates situation, and explains findings to superintendent.
  • Contacts customers in area where services will be temporarily discontinued; explains why and gives estimate when services will be shut off and turned back on.
  • Ensures proper maintenance of equipment by cleaning and checking equipment after use.
  • Drives trucks of various sizes and weights to load, haul and unload equipment or materials.
  • Makes taps, installs new collection mains and troubleshoots lift stations for repair.
  • Inspects and performs preventive maintenance on equipment; refers defects or repairs to Superintendent.
  • Operates all construction and power equipment with efficiency.
  • Performs all duties in conformance to appropriate safety and security standards.
  • Demonstrates a working knowledge in all aspects of construction and maintenance projects, including pavement cutting, ditch digging, main and pipe repair, laying, backfilling, pipe cutting, fitting, tapping, cleaning, and flushing collection mains, pipes, and fittings, as necessary.
  • Assists with treatment plant maintenance and sludge hauling as required.
  • Performs scheduled in-house maintenance, janitorial duties, mowing, etc.
  • Performs proper paper work and reports for division.
  • Obtains and reviews GPS field data collection.

 

NON-ESSENTIAL FUNCTIONS

  • Attendance at training, workshops and seminars.
  • Perform other duties as assigned.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Good understanding of the cross connection, backflow prevention program.
  • Thorough knowledge of equipment, facilities, materials, methods and procedures used in public water supply and distribution systems.
  • Thorough knowledge of pipe installation, connection and repair.
  • Thorough knowledge of road construction, repair and maintenance.
  • Skills in operation of the listed tools and equipment.
  • Ability to effectively guide, direct, supervise, evaluate and motivate employees.
  • Ability to safely and effectively operate and maintain various equipment used in water maintenance and repair such as backhoes, dump trucks and hydro lifts.
  • Ability to effectively organize and direct the activities of various crews performing construction and maintenance work.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to establish and maintain effective working relationships with employees, other departments and the public.
  • Working knowledge of computers and ability to process electronic data.
  • Ability to compile information and develop written reports.
